Pre-Announcement of International Consultation on the Urban Design of the Core Innovation Zone of Songshan Lake Science City

松山湖，地處粵港澳大灣區核心節點(diǎn)，因科技而生、改革而興、創(chuàng )新而強、山水而名。

Songshan Lake, located at the core node of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), was born out of science and technology, thrives on reform, is empowered by innovation, and is famous for its landscape.

自2001年建園以來(lái)，松山湖堅持“科技共山水一色，新城與產(chǎn)業(yè)齊飛”的發(fā)展理念，堅持把科技創(chuàng )新擺在核心位置，以一流服務(wù)集聚一流裝置、一流平臺、一流企業(yè)、一流人才，讓科技創(chuàng )新成為推動(dòng)高質(zhì)量發(fā)展的核心引擎。2020年7月，松山湖科學(xué)城正式納入大灣區綜合性國家科學(xué)中心先行啟動(dòng)區，實(shí)現了國家級高新區、國家自主創(chuàng )新示范區、綜合性國家科學(xué)中心的三級跳。

Since its establishment in 2001, Songshan Lake has adhered to the development concept of “harmonious combination of nature and technology, simultaneous development of the new city and industries”, insisted on putting scientific and technological innovation in the core position, gathered first-class devices, first-class platforms, first-class enterprises and first-class talents with first-class services, and let scientific and technological innovation become the core engine to promote high-quality development. In July 2020, Songshan Lake Science City was officially included as a pilot zone of the comprehensive national science center in the GBA, achieving a three-stage leap from a national high-tech zone, to a national demonstration zone for independent innovation, and then to a comprehensive national science center.

在國家推進(jìn)科技自立自強的發(fā)展理念下，松山湖科學(xué)城將成為東莞乃至整個(gè)粵港澳大灣區發(fā)展的重要增長(cháng)極，未來(lái)科學(xué)城的發(fā)展需要進(jìn)一步打通由基礎科研到產(chǎn)業(yè)融合的創(chuàng )新鏈條。在由“園”建“城”的新征程上，松山湖科學(xué)城提出建設核心創(chuàng )新區，作為承載科學(xué)城創(chuàng )新策源、完善“基礎研究—應用研究—成果轉化”創(chuàng )新鏈的關(guān)鍵地區。

Under the national development concept of promoting scientific and technological self-reliance and self-improvement, Songshan Lake Science City will become an important growth pole for the development of Dongguan and the entire GBA, and the future development of the Science City needs to further open up the innovation chain from basic scientific research to industrial integration. In the new journey of building a "city" from a "park", it’s proposed to build a core innovation zone in Songshan Lake Science City as the key area to take over the innovation source of the Science City and improve its innovation chain of “basic research-applied research-transformation of results”.

基于以上背景與形勢，為充分發(fā)揮松山湖科學(xué)城核心創(chuàng )新區（以下簡(jiǎn)稱(chēng)“核心創(chuàng )新區”）的戰略?xún)r(jià)值與資源稟賦，由東莞市松山湖高新技術(shù)產(chǎn)業(yè)開(kāi)發(fā)區管理委員會(huì )主辦，松山湖科學(xué)城管理局承辦，開(kāi)展本次松山湖科學(xué)城核心創(chuàng )新區城市設計國際咨詢(xún)，立足現有科技創(chuàng )新資源和東莞產(chǎn)業(yè)基礎，以國際化視野集思廣益，廣泛征集前瞻性、創(chuàng )造性的城市設計方案，指導片區高水平規劃、高標準建設。

Based on the above background and situation, in order to give full play to the strategic value and resource endowment of the core innovation zone of Songshan Lake Science City (hereinafter referred to as the "Core Innovation Zone"), the International Consultation on the Urban Design of the Core Innovation Zone of Songshan Lake Science City will be hosted by Dongguan Songshan Lake Hi-Tech Industrial Development Zone Administrative Committee, and organized by Songshan Lake Science City Administration Bureau, to gather ideas from an international perspective and widely solicit forward-looking and creative urban design proposals on the basis of the existing scientific and technological innovation resources and industrial base of Dongguan, and to guide the high-level planning and high-standard construction of the area.

此次國際咨詢(xún)主要包含兩個(gè)層次：

This International Consultation will mainly consist of two levels:

1、總體城市設計：為松山湖科學(xué)城核心創(chuàng )新區范圍，東至珠三角環(huán)線(xiàn)高速，西至科學(xué)大道，南至巍峨山，北至桃源公園，規劃面積約9.2平方公里。

Overall Urban Design: It’s the core innovation zone of Songshan Lake Science City, with the Pearl River Delta Ring Expressway to the east, Kexue Avenue to the west, Wei'e Mountain to the south, and Taoyuan Park to the north, covering a planned area of about 9.2 km2.

在總體城市設計階段，建議從更大范圍研究科學(xué)城核心創(chuàng )新區與周邊區域的規劃統籌聯(lián)動(dòng)關(guān)系，即建議拓展研究范圍，東至新城路、西至珠三角環(huán)線(xiàn)高速、北至大學(xué)路、南至大科學(xué)裝置及周邊生態(tài)綠地，面積約46.5平方公里。

At the overall urban design level, it is recommended that the planning, coordination and connection relationship between the Core Innovation Zone of the Science City and surrounding areas be studied on a wider scale, i.e. it is recommended that the research area be extended to cover an area of approximately 46.5 km2 from Xincheng Road in the east to the Pearl River Delta Ring Expressway in the west, from Daxue Road in the north to the major scientific facilities and surrounding ecological green areas in the south.

2、重點(diǎn)地區詳細城市設計（含兩處詳細節點(diǎn)設計）：為核心創(chuàng )新區象山片區，東至德利路，西至科學(xué)大道，南至莞佛高速，北至湖岸路，面積約3.4平方公里。其中A、B作為詳細深化節點(diǎn)，其具體范圍設計機構可結合方案適當調整，每個(gè)節點(diǎn)面積不小于50公頃。

Detailed Urban Design for the Key Area (including the detailed design of 2 key nodes): It’s Xiangshan Area of the Core Innovation Zone, with Deli Road to the east, Kexue Avenue to the west, Dongguan-Foshan Highway to the south, and Hu’an Road to the north, covering an area of about 3.4 km2. A and B are the key nodes for detailed and in-depth design, and their specific scope can be adjusted by design teams according to the design, while the area of each scope can’t be less than 500 ha.

Design Scope

本次國際咨詢(xún)工作內容包括產(chǎn)業(yè)定位研究、總體城市設計、重點(diǎn)地區詳細城市設計三部分：

The work content of this International Consultation will include 3 parts, i.e. research on industrial positioning, overall urban design, and detailed urban design for the key area.

1、產(chǎn)業(yè)定位研究：對標國內外科學(xué)中心、科學(xué)城、創(chuàng )新園區案例進(jìn)行研究剖析，提出核心創(chuàng )新區的產(chǎn)業(yè)定位和發(fā)展方向，明確功能業(yè)態(tài)和開(kāi)發(fā)量建議。

Research on Industrial Positioning: Conduct research and analysis on the cases of domestic and international science centers, science cities and innovation parks, put forward the industrial positioning and development direction of the Core Innovation Zone, clarify the functional format and development volume proposal.

2、總體城市設計（9.2平方公里）：對核心創(chuàng )新區的發(fā)展定位、整體空間框架、綜合交通、空間形態(tài)、公共空間、生態(tài)景觀(guān)系統等方面進(jìn)行全面而系統性地設計。

Overall Urban Design (9.2km2): Carry out comprehensive and systematic design for the Core Innovation Zone in terms of development positioning, overall spatial framework, comprehensive transportation, spatial form, public space, and ecological landscape system, etc.

3、重點(diǎn)地區城市設計（3.4平方公里）：是本次國際咨詢(xún)的重點(diǎn)。設計機構應在總體城市設計的系統框架之下，聚焦重點(diǎn)地區細化城市設計方案，對建筑、公共空間、景觀(guān)環(huán)境和交通組織等進(jìn)行詳細城市設計并提出控制要求，具體包括但不限于功能組成及規模、公共空間與生態(tài)藍綠景觀(guān)、建筑形態(tài)設計和控制引導、交通規劃設計、特色節點(diǎn)設計、地塊城市設計導則范例等。

Detailed Urban Design for the Key Area (3.4km2): It is the focus of the International Consultation. Under the systematic framework of the overall urban design, design teams should focus on the key area to refine the urban design proposal, and carry out detailed urban design and bring forward control requirements for buildings, public space, landscape environment and traffic organization, including but not limited to functional composition and scale, public space and ecological blue-green landscape, building form design and control guidelines, traffic planning and design, characteristic node design, and plot urban design guidelines, etc.

1、本次國際咨詢(xún)采用全球公開(kāi)報名的方式組織，不設資質(zhì)要求，境內外設計機構均可報名參加，接受聯(lián)合體報名。不接受個(gè)人或個(gè)人組合的報名。

Open registration will be adopted worldwide. No threshold in terms of qualification certificates will be set. All local and international design teams are eligible for the registration. Design Consortia are acceptable, but registration submitted by an individual or a team of individuals is not acceptable.

2、具有以下同類(lèi)項目經(jīng)驗的設計機構將優(yōu)先考慮：

a)具有國內外同類(lèi)型（科學(xué)城核心區）或相關(guān)區域城市設計經(jīng)驗；

b)具有產(chǎn)業(yè)策劃和城市經(jīng)營(yíng)相關(guān)實(shí)踐經(jīng)驗；

c)具有環(huán)境營(yíng)造及公共空間設計經(jīng)驗。

Priority will be given to design teams with following similar project experience:

a)Experience in urban design of the same type (core area of the science city) or related areas, both nationally or internationally;

b)Practical experience in industrial planning and urban management;

c)Experience in environment creation and public space design.

3、鼓勵各專(zhuān)業(yè)領(lǐng)域一流設計團隊聯(lián)合參與，以聯(lián)合體報名的合作方需符合以下要求：

Joint participation of outstanding design firms in various disciplines is encouraged. Partners applying in the name of a consortium shall meet the following requirements:

3.1 聯(lián)合體成員不得多于4家，且聯(lián)合體各方均不得再單獨或與其他單位組成新的聯(lián)合體參與報名；

Each consortium should have no more than 4 members, and no member is allowed to register twice for the International Consultation itself or in the name of another consortium.

3.2 聯(lián)合體各方需簽署具法律效用的《聯(lián)合體協(xié)議》，并明確各方的分工和費用比例等。

The members should sign a legally effective Consortium Agreement, which shall specify the division of work between members and way of distribution of the design fee, etc.

4、參與本次咨詢(xún)活動(dòng)的規劃設計人員應為該設計機構的在職人員，首席規劃設計師須由主持過(guò)多個(gè)同類(lèi)型規劃設計項目的負責人擔任，且必須直接參與本次國際咨詢(xún)全過(guò)程。為確保本次國際咨詢(xún)背景和相關(guān)要求的準確理解，境外設計機構項目人員中應至少有一名通曉中文的人士。

Designers involved in the International Consultation should be the current staff of the registered design firm. The chief designer must have experience of directing a number of similar planning and design projects, and must directly participate in the whole process of the International Consultation. The foreign firm’s project team should include at least one member who is proficient in the Chinese language to ensure the accurate understanding of the project background and relevant requirements of the International Consultation.

本次國際咨詢(xún)分為“資格預審”、“方案設計競賽”兩個(gè)工作階段。

The International Consultation will consist of two stages, namely, “Prequalification” and “Design Competition”.

資格預審階段：設計機構根據工作規則和任務(wù)書(shū)，提交相應的報名文件【含商務(wù)文件和概念提案兩部分】，通過(guò)資格預審會(huì )選取5家入圍設計機構及2家備選設計機構進(jìn)入到方案設計競賽階段。

Prequalification: Design teams will be required to submit corresponding registration documents (including the commercial documents and the concept proposal) pursuant to the Working Rules and the Design Brief. 5 design teams and 2 alternative design teams will be selected through a prequalification meeting to participate in the subsequent design competition.

方案設計競賽階段：5家入圍設計機構按照任務(wù)書(shū)要求完成方案設計并提交設計成果后，由主辦單位依法組建專(zhuān)家評審委員會(huì )進(jìn)行評審，選出前2-3名優(yōu)選方案推薦給主辦單位。主辦單位在充分尊重專(zhuān)家評審委員會(huì )評審意見(jiàn)的基礎上，結合片區具體情況和實(shí)施可能性，按有關(guān)程序確定優(yōu)選方案的最終排名。其中，第一名獎金300萬(wàn)元（1名，不含方案深化整合費用），第二名獎金200萬(wàn)元（1名），入圍機構方案補償費各100萬(wàn)元（3名）。

Design Competition: After the 5 shortlisted design teams have completed the design and submitted their design proposals in accordance with the requirements of the design brief, a Design Evaluation Panel, legally established by the Host, will evaluate the design proposals, and then select and recommend 2 or 3 preferred proposals to the Host. With full respect to the evaluation comments of the Design Evaluation Panel and taking into account the specific circumstances of the area and the possibilities for implementation, the Host will determine the final ranking of the recommended proposals in accordance with relevant procedures. The first prize will be 3 million yuan in RMB (1 place, excluding the design detailing and integration fee), the second prize will be 2 million yuan in RMB (1 place), and the design compensation for each shortlisted design team will be 1 million yuan in RMB (3 places).
