福建省閩招咨詢(xún)管理有限公司（代理單位）受福州古厝集團有限公司（業(yè)主單位）委托，面向全球開(kāi)展福州海濱旅游區規劃方案征集活動(dòng)（以下簡(jiǎn)稱(chēng)“本次征集活動(dòng)”）?，F將相關(guān)事項公告如下：
Fujian Minzhao Consulting Management Co.,Ltd.(“the Agent”)has been entrusted by Fuzhou Gucuo Group Co.,Ltd.(“the Employer”)to perform the solicitation activity for Fuzhou Seashore Tourism Area planning scheme(hereinafter referred to as“this Solicitation Activity”)worldwide.Related matters are hereby announced as below:

項目背景
I.Project background
2015年8月30日，福州新區獲國務(wù)院批復同意設立，成為第14個(gè)國家級新區。福州新區位于福州市濱海地區，區位條件優(yōu)越，生態(tài)環(huán)境秀美，產(chǎn)業(yè)基礎堅實(shí)，與臺灣地區交流合作緊密，戰略地位重要。規劃區作為福州新區核心區海濱岸段，擁有約15公里長(cháng)的沙灘岸線(xiàn)，內含東湖濕地、海峽高爾夫球場(chǎng)、三營(yíng)澳公園、下沙海濱浴場(chǎng)等優(yōu)質(zhì)自然、文旅資源，北接福州長(cháng)樂(lè )國際機場(chǎng)、西有福州新區核心區中央活力區，周邊商業(yè)、醫療、教育等設施配置齊全。
Fuzhou New Area was established with the approval of the State Council and became the 14th state-level new area on August 30,2015.It locates at the coastal area of Fuzhou City,with excellent location,beautiful ecological environment and solid industrial foundation.Moreover,Fuzhou New Area has close cooperation and exchange with Taiwan,with significant strategic position.The planned area,as the coastal segment of the core part of Fuzhou New Area,has about 15 km long beach line,covering high-quality natural,cultural&tourism resources such as Donghu Wetland,Straits Golf Course,Sanyingao Park and Xiasha Beach etc.,and it is connected to Fuzhou Changle International Airport in the north and accessed to the Central Activities Zone in the core part of Fuzhou New Area,with complete facilities for commerce,medical treatment and education surrounding it.
為進(jìn)一步整合福州新區核心區海濱旅游資源，充分借鑒國內外成功案例、吸收先進(jìn)地區創(chuàng )新理念，并在此基礎上開(kāi)展高水平的旅游規劃及規劃設計工作，對進(jìn)一步推動(dòng)福州新區對外開(kāi)放、帶動(dòng)區域發(fā)展和旅游產(chǎn)業(yè)升級具有十分重要的意義。
To further integrate the coastal tourism resources in the core part of Fuzhou New Area,high-level tourism planning and design will be done by making full reference to the successful cases at home and abroad and absorbing the advanced ideas for innovation.It will play a significant role for further promoting the opening-up of Fuzhou New Area,driving the regional development and facilitating the industrial upgrading of tourism.

征集目的
II.Purpose
本次征集活動(dòng)誠邀全球具有卓越水平和豐富經(jīng)驗的設計機構參與，以國際化的視野、前瞻性的思維，創(chuàng )新設計理念，高站位謀劃福州海濱旅游區的發(fā)展路徑，高標準塑造福州海濱旅游區的城市空間，高水平打造福州海濱旅游區的旅游業(yè)態(tài)，建設國際知名、國內一流的海濱旅游區。
Global high-level and experienced designers are now invited to make a good plan for the development route,set up the high-standard urban space and create the high-level tourism industry in Fuzhou Seashore Tourism Area,and build it into an internationally renowned and domestic first-class seashore tourism area with international perspectives,forward thinking and innovative design concept.

征集內容
III.Planning Area
本次征集活動(dòng)的設計內容分為旅游策劃與規劃以及控規層面城市設計，修規層面城市設計兩個(gè)部分。
Contents of design for this solicitation activity are consisting of tourism planning and urban design at the level of regulatory planning and constructive detailed plan.
1.總體要求：規劃既要有全面提升，又要有重點(diǎn)突破，還要有特色凸顯。
1.Overall requirements:the planning shall realize comprehensive improvement,make major breakthroughs and also highlight the features.
2.福州海濱旅游區規劃征集的設計內容分為兩個(gè)部分：
2.Contents of design for Fuzhou Seashore Tourism Area planning can be divided into two parts:
?。?）范圍：北至福州長(cháng)樂(lè )國際機場(chǎng)南部的顯應宮、海瀛灣酒店區域，東至海濱，南接松下鎮，西至漳江河-東湖-南陽(yáng)山一線(xiàn)，總面積約35平方公里。
(1)Scope:it covers a total area around 35 km2 extending to Xianying Palace and Seaview Resort in the south of Fuzhou Changle International Airport in the north,reaching the coast in the east,connecting to Songxia Town in the south and accessing to Zhangjiang River~Donghu~Nanyang Mountain in the west.
任務(wù)：要求完成旅游規劃與策劃以及控規層面城市設計工作，要對標國際旅游度假區，立足海濱城市，統籌整個(gè)濱海海岸帶旅游資源；并提出近期可實(shí)施、可落地的提升區域和重點(diǎn)啟動(dòng)區域。
Task:it is required to complete the tourism planning and the urban design at the level of regulatory planning in the light of international tourism and resorts zone;make overall plans for tourism resources along the entire coastal zone;and determine the improvement areas that can be executed and implemented recently as well as the important startup areas.
?。?）范圍：下沙片區，總面積合計約5.2平方公里。
(2)Scope:Xiasha area,with the total area of 5.2 km2 approximately.
任務(wù)：要求完成修規層面的城市設計工作，并提出近期可實(shí)施、可落地的提升區域和重點(diǎn)啟動(dòng)區域。
Task:it is required to complete the urban design at the level of constructive detailed plan;and determine the improvement areas that can be executed and implemented recently as well as the important startup areas.

征集規則
IV.Solicitation Rules
本次征集活動(dòng)包括“設計機構遴選”、“方案征集競賽”兩個(gè)階段。
This solicitation activity includes“design institution selection”stage and“scheme solicitation competition”stage.
1.第一階段：設計機構遴選
1.Stage I:Design institution selection
?。?）應征機構根據本次征集活動(dòng)規則及技術(shù)任務(wù)書(shū)，提交相應的報名材料。由業(yè)主單位委托代理單位召開(kāi)設計機構遴選評審會(huì )，從符合要求的應征機構中擇優(yōu)選出5家入圍應征機構參與下一階段方案設計。同時(shí)，另評選出2家備選應征機構（有排序），如有已入圍應征機構退出，備選應征機構依次替補。
(1)The applicants shall submit the corresponding application documents in accordance with the solicitation rules and the assignment for technical design.At the request of the Employer,the agent shall hold the designer selection&review meeting,and choose 5 finalists from the qualified applicants to participate in the next stage of schematic design.Moreover,2 candidates shall be chosen(ranked)and deemed as a substitute for any exited finalist successively.
?。?）通過(guò)遴選的5家入圍應征機構應按時(shí)提交《應征確認函》。
(2)The selected 5 finalists shall submit the Letter of Confirmation in a timely manner.
?。?）通過(guò)遴選的5家入圍機構遞交《應征確認函》后，代理單位將發(fā)送方案征集競賽階段的《征集文件》。
(3)After all 5 finalists submitting the Letter of Confirmation,the agent will send the Solicitation Document for the scheme solicitation competition stage.
?。?）若遞交《應征確認函》的應征機構因非不可抗力因素中途退出或最終放棄應征，主辦單位有權在今后拒絕該單位參加主辦單位其他任何建設項目的應征。
(4)If any applicant who has submitted the Letter of Confirmation drops out or finally waives up for any reason other than force majeure,the host is entitled to refuse it from participating in any other project of the host.
?。?）若應征機構未收到入圍通知書(shū)視為未入圍，代理單位不再另行通知。
(5)Those applicants who have not received the notification of finalists shall be deemed as failed and the agent will send no further notice.
2.第二階段：方案征集競賽
2.Stage II:Scheme solicitation competition
?。?）遴選入圍的5家應征機構直接進(jìn)入第二階段方案征集競賽階段。
(1)Those 5 finalists will directly enter the second stage–scheme solicitation competition.
?。?）入圍應征機構提交符合技術(shù)任務(wù)書(shū)要求的成果文件。評審過(guò)程須應征機構主創(chuàng )設計師對應征方案進(jìn)行介紹及答辯，現場(chǎng)講解設計理念。確因特殊情況無(wú)法參加的，須經(jīng)過(guò)業(yè)主單位同意。
(2)The finalists shall submit the achievements in consistent with the assignment for technical design.In the process of review,the applicants’chief designer shall introduce the scheme,make response to inquiries,and explain the design concept.If any finalist cannot participate in the review under special circumstances,prior consent shall be obtained from the Employer.
?。?）業(yè)主單位組建評審委員會(huì )進(jìn)行評審，由評審委員會(huì )評選出前三名優(yōu)勝方案和后二名方案，由福州市相關(guān)會(huì )議從前三名優(yōu)勝方案中研究確定一名中選單位。中選單位負責后期深化整合和咨詢(xún)服務(wù)工作。
(3)The Employer shall set up the review committee,who shall choose TOP 3 and the last 2 schemes and one winner will be chosen from TOP 3 schemes at relevant meetings in Fuzhou City.The winner shall take charge of the further in-depth integration and consulting service.
?。?）每家入圍應征機構只允許提交一個(gè)設計方案。
(4)Every shortlisted applicant is allowed to submit one design scheme only.

?。?）中國境內應征機構須滿(mǎn)足以下資格要求：
(1)Applicants in China must meet the following qualification requirements:

?、賂hey have business license with independent legal personality and within the validity period.
?、诰哂行姓鞴懿块T(mén)頒發(fā)的城鄉規劃編制甲級資質(zhì)。
?、赥hey must have Grade A qualification for urban and rural planning issued by the competent administrative department.
?、郾卷椖坎唤邮芊ǘù砣藶橥蝗嘶蛘叽嬖诳毓?、管理關(guān)系的不同單位同時(shí)報名應征。
?、跘ll applications raised by several entities having the same legal representative or having holding or management relationship with each other will be rejected.
?、芨?、澳、臺地區應征機構須滿(mǎn)足中國境外應征機構資格要求。
?、蹵pplicants from Hong Kong,Macao and Taiwan must meet the qualification requirements for applicants outside China.
?。?）中國境外應征機構須滿(mǎn)足以下資格要求：
(2)Applicants outside China must meet the following qualification requirements:
?、俳?jīng)合法注冊且在有效期內的合法營(yíng)業(yè)證明。
?、賂hey have legal business certificate legally registered and within the validity period.
?、诰哂兴趪?、地區政府主管部門(mén)或其有關(guān)行業(yè)組織核發(fā)的從事城鄉規劃或建筑設計相應資格或執業(yè)許可。
?、赥hey have the corresponding qualification or practice license for urban and rural planning or architectural design issued by the competent department of the national or regional government or related industry organizations.
?、郾卷椖坎唤邮軉挝回撠熑嘶蚍ǘù砣藶橥蝗嘶蛘叽嬖诳毓?、管理關(guān)系的不同單位同時(shí)報名應征。
?、跘ll applications raised by several entities having the same legal representative or having holding or management relationship with each other will be rejected.
2.業(yè)績(jì)要求
2.Performance requirements
應征機構應有相關(guān)業(yè)績(jì)：
The applicants shall have relevant achievements:
2017年1月1日以來(lái),應征機構應具有至少1個(gè)不低于10平方公里城市設計類(lèi)似業(yè)績(jì)（含單獨城市設計，須提供中選通知書(shū)或合同協(xié)議書(shū)或其他合法真實(shí)有效的書(shū)面證明材料及項目成果驗收的證明材料）；
Since January 1,2017,the applicants shall have at least 1 similar urban design performance of no less than 10 km2(including independent urban design.Supporting materials such as notice of award,contract agreement or other legal,true and effective written supporting materials and project deliverable acceptance shall be provided).
2017年1月1日以來(lái),應征機構應具有至少1個(gè)不低于10平方公里旅游規劃（或策劃）類(lèi)似業(yè)績(jì)（須提供中選通知書(shū)或合同協(xié)議書(shū)或其他合法真實(shí)有效的書(shū)面證明材料及項目成果驗收的證明材料）。
Since January 1,2017,the applicants shall have at least 1 similar tourism planning(or plan)performance of no less than 10 km2(supporting materials such as notice of award,contract agreement or other legal,true and effective written supporting materials and project deliverable acceptance shall be provided).
3.團隊要求
3.Team requirements
?。?）主創(chuàng )設計師須有主導過(guò)不少于1個(gè)同類(lèi)型項目經(jīng)驗：不低于10平方公里城市設計類(lèi)似業(yè)績(jì)（含單獨城市設計，須提供中選通知書(shū)或合同協(xié)議書(shū)或其他合法真實(shí)有效的書(shū)面證明材料及項目成果驗收的證明材料，提供的材料應體現主創(chuàng )設計師），且應為團隊部門(mén)負責人及以上職務(wù)；
(1)The chief designer must have led at least 1 similar urban design performance of no less than 10 km2(including individual urban design.Supporting materials such as notice of award,contract agreement or other legal,true and effective written supporting materials and project deliverable acceptance shall be provided.In those materials provided,the concerned chief designer shall act as the chief designer),and shall be the person in charge of the team department or above.
?。?）團隊中須有不少于一名設計師主導過(guò)不低于10平方公里旅游規劃（或策劃）類(lèi)似業(yè)績(jì)（須提供中選通知書(shū)或合同協(xié)議書(shū)或其他合法真實(shí)有效的書(shū)面證明材料及項目成果驗收的證明材料，提供的材料應體現為項目設計師）；
(2)The team shall contain at least one designer who has led the similar tourism planning(or plan)of no less than 10 km2(supporting materials such as notice of award,contract agreement or other legal,true and effective written supporting materials and project deliverable acceptance shall be provided and in those materials provided,the concerned designer acts as the project designer).
?。?）項目團隊中應配備有城鄉規劃、建筑設計、旅游規劃、景觀(guān)規劃等專(zhuān)業(yè)的資深設計人員；
(3)The project team shall be equipped with senior designers in urban&rural planning,architectural design,tourism planning,landscape planning and other disciplines.
?。?）主創(chuàng )設計師應親自負責匯報所有征集工作要求的方案匯報工作，不得委托其他人。確因特殊情況無(wú)法參加的，須經(jīng)過(guò)業(yè)主單位同意；
(4)The chief designer shall be personally responsible for reporting all the scheme reporting required by the collection work,and shall not entrust others.If this person is indeed impossible to participate due to special circumstances,the consent of the Owner must be obtained.
?。?）參與本次征集活動(dòng)的設計人員應為該應征機構的在冊人員。為了便于項目團隊人員對中國地區背景和相關(guān)要求的準確理解，境外應征機構團隊中須配備相應的漢語(yǔ)翻譯人員。
(5)The designers participating in this solicitation activity shall be the registered personnel of the applicants.In order to facilitate that the project team members accurately understand the background and relevant requirements of China,overseas applicants shall have the corresponding Chinese interpreters and translators.
4.參與方式
4.Ways of participation
滿(mǎn)足要求的應征機構可獨立參與，也可組成聯(lián)合體參與，聯(lián)合體成員若為中國境內應征機構的均應滿(mǎn)足資格要求（1）的條件，聯(lián)合體成員若為中國境外應征機構的應滿(mǎn)足資格要求（2）的條件。聯(lián)合體應征時(shí)，聯(lián)合體合作方須簽署具有法律效力的《聯(lián)合體協(xié)議》，組成聯(lián)合體的成員（含牽頭單位）不得超過(guò)3個(gè)。若聯(lián)合體各方在本項目中以自己名義單獨應征或者參加其他聯(lián)合體應征的，相關(guān)應征申請均無(wú)效。本項目不接受個(gè)人及個(gè)人組合報名。
The qualified applicants may participate independently or as a consortium.All domestic members of the consortium shall meet the qualification requirement(1)while all foreign members of the consortium shall meet the qualification requirement(2).When applied as a consortium,all members of the consortium shall execute the legally binding Consortium Agreement and there shall be no more than 3 members(including the leading member).If any member of the consortium makes an application in its own name individually or in any other consortium simultaneously,related applications shall be deemed as invalid.Applications raised by any individual or combination of individuals will be rejected.

方案征集費用
VII.Fee for Scheme Solicitation
經(jīng)過(guò)專(zhuān)家評審和福州市相關(guān)會(huì )議確定后，符合設計要求的應征機構（聯(lián)合體），依據其名次將獲得如下方案征集費用：
After expert review and Fuzhou relevant meeting,the applicants(consortium)meeting the design requirements will receive the following fee for scheme according to its ranking:
前三名中的中選單位：人民幣500萬(wàn)元（其中包含人民幣250萬(wàn)征集獎金和人民幣250萬(wàn)深化整合和咨詢(xún)服務(wù)費用）。
The winner of the top three companies will receive RMB 5 million(including RMB 2.5 million solicitation bonus and RMB 2.5 million deep integration and consultation service fees).
前三名中的其他兩家應征機構：人民幣各120萬(wàn)元。
The other two applicants in the top three will receive RMB 1.2 million each.
后二名應征機構：人民幣各80萬(wàn)元。
The last two applicants will receive RMB 0.8 million each.
上述費用均包含稅費。
The above fees include taxes.

VIII.Registration Method
凡有意參加本次征集活動(dòng)的應征機構，需先進(jìn)行報名登記，應征機構應下載報名表格（附件1）并完整填寫(xiě)信息后，須于2022年12月27日17時(shí)00分（北京時(shí)間）之前發(fā)送郵件至指定郵箱szzx5b 126.com，代理單位收到報名表后，以郵件方式回復《設計機構遴選文件》等相關(guān)文件。
Applicants intending to participate in this solicitation activity shall register first.After downloading the registration form(Appendix 1)and filling in the information,the applicants shall send an email to the designated mailbox at szzx5b 126.com before December 27,2022 at 17:00(Beijing time).After receiving the application form,the Agent shall reply to the Selection Document of Design institution and other relevant documents by email.

報名材料遞交方式
IX.Way of Submitting Registration Materials
1.報名材料需要嚴格按照相關(guān)要求制作，遞交報名材料可以采用現場(chǎng)遞交或快遞郵寄（以收到快遞的時(shí)間為準）方式。在疫情特殊情況下，以快遞郵寄方式遞交時(shí)，請預留足夠的快遞運輸時(shí)間。
1.The registration materials shall be prepared in strict accordance with the relevant requirements,served in on-site delivery and express mail(subject to the time of receiving the express delivery).In case of special situation of epidemic,please reserve enough time for express delivery when delivering by express mail.
2.遞交報名材料的時(shí)間及地點(diǎn)：報名應征機構須于2022年12月27日17時(shí)00分（北京時(shí)間）前將報名材料的紙質(zhì)文件（含全部報名材料電子版）送達到下述指定地點(diǎn)。
