Xiamen Urban Construction Development Investment Co.,Ltd.,jointly entrusted by the Headquarters of Xiang’an New Town Area,Xiamen Municipal Bureau of Natural Resources and Planning and Xiamen Municipal Bureau of Ocean Development,is carrying out the international solicitation competition for the Conceptual Urban Design of Xiamen Xiang’an New Town(Southern Cluster)(hereinafter referred to as the solicitation activity).Relevant items are pre-announced as follows:

Project Overview
翔安新城是廈門(mén)島外大發(fā)展的“主戰場(chǎng)”，是實(shí)現廈門(mén)市未來(lái)發(fā)展戰略和目標的重要空間保障，極具開(kāi)發(fā)潛力和戰略?xún)r(jià)值。翔安新城南部組團位于翔安新城南部區域，西臨東海域，東接新機場(chǎng)片區，區位及交通條件優(yōu)越，生態(tài)資源豐富，經(jīng)多年開(kāi)發(fā)建設，城市建設和產(chǎn)業(yè)發(fā)展已有一定基礎。同時(shí)，翔安新城（南部組團）位于翔安區“一心兩翼多組團”發(fā)展格局中的核心區，是實(shí)現城市功能整體躍升的重要空間載體，承載區域公共服務(wù)、商業(yè)服務(wù)、商業(yè)辦公、創(chuàng )新創(chuàng )業(yè)等功能。
Xiang’an New Town serves as the main battleground of the great development outside Xiamen Island,and an important space for Xiamen future development strategy and goals,with great development potential and strategic value.The southern cluster of Xiang’an New Town is located in the southern area of Xiang’an New Town,adjacent to the east sea in the west and the new airport in the east,with superior location and transportation conditions and rich ecological resources.After years of development and construction,the urban construction and industrial development have formed a certain foundation.At the same time,Xiang’an New Town(southern cluster)is located in the core area of the development pattern of“one island,two bays and multiple clusters”of Xiang’an District.It is an important spatial carrier to realize the overall improvement of urban functions,carrying regional public services,business services,business office,innovation and business start-ups,and other functions.
為借鑒國內外先進(jìn)的開(kāi)發(fā)建設理念，以國際化水準統籌規劃，高標準建設翔安新城，培育新的經(jīng)濟增長(cháng)極，打造生態(tài)富民、宜居宜業(yè)的濱海新城典范，根據翔安新城片區指揮部的工作部署，特組織開(kāi)展《廈門(mén)市翔安新城（南部組團）概念性城市設計》國際方案征集工作，誠邀國內外優(yōu)秀設計機構參與，共同謀劃廈門(mén)“兩高兩化”戰略下的城市發(fā)展藍圖。
In order to draw on the advanced development and construction concepts from both China and other countries,achieve overall planning and high-standard construction of Xiang’an New Town with international standards,develop new economic growth drivers,and create a model of coastal new town with good ecological,living and business environment,we hereby organize the international solicitation activity for the Conceptual Urban Design of Xiamen Xiang’an New Town(Southern Cluster)in accordance with the work arrangement of the headquarters of Xiang’an New Town Area.We sincerely invite excellent design institutions from both China and other countries to jointly plan Xiamen’s urban development blueprint under the strategy of“high quality,beautiful environment,modernization,and internationalization”.

編制要求
II.Preparation Procedures
本次征集活動(dòng)分為資格預審、方案設計及評審、中標方案深化及成果報批三個(gè)階段。
This solicitation activity is divided into three stages:pre-qualification,scheme design and review,deepening of the winning scheme and submission of the results for approval.
?。ㄒ唬┵Y格預審階段
i.Pre-qualification
由主辦單位組建的資格預審委員會(huì )對報名機構進(jìn)行資格預審，針對團隊成員配置、項目經(jīng)驗等方面進(jìn)行綜合審查，最終選出6家設計機構或聯(lián)合體入圍參與后續方案設計工作。
The pre-qualification committee set up by the organizer will carry out pre-qualification on the registered institutions,including comprehensive review on the team member setting,project experience,etc.,and finally select 6 design institutions or consortiums to participate in the follow-up project design.

ii.Scheme Design and Review
6家入圍設計機構或聯(lián)合體在收到入圍通知書(shū)和正式任務(wù)書(shū)后，按照任務(wù)書(shū)要求提交方案設計成果，方案評審委員會(huì )根據項目理解、方案設計、實(shí)施可行性等方面進(jìn)行評審，確定方案排名。
The 6 shortlisted design institutions or consortiums shall submit their design results in accordance with the requirements of the design specification after receiving the notice finalist and the official design specification.The jury committee will evaluate the submitted schemes according to the project understanding,scheme design,implementation feasibility and other aspects to determine the ranking.

iii.Deepening of the Winning Scheme and Submission of the Results for Approval
方案深化單位吸取各方案優(yōu)點(diǎn)，同時(shí)按照市政府、指揮部、專(zhuān)家評審等各方意見(jiàn)深化細化整合為一版具有整體性和獨創(chuàng )性的設計方案，上報市規劃委員會(huì )研究并修改完善后，移交業(yè)主單位進(jìn)行規劃實(shí)施。
The institution for project deepening shall absorb the advantages of each scheme,and at the same time,deepen and integrate them into a comprehensive and original design scheme according to the opinions from the municipal government,headquarters,expert jury committee and other parties.The final scheme will be submitted to the municipal planning committee for study,modification and improvement,and handed over to the owner unit for planning and implementation.

三、規劃范圍
III.Planning Area
1、整體概念性城市設計范圍：北至翔安南路，西和南至濱海，東至翔安東路，規劃范圍39平方公里。（詳見(jiàn)附圖2）
1.Overall conceptual urban design area:north to Xiang’an South Road,west and south to the coast,east to Xiang’an East Road,with the planning area of 39 square kilometers.(See attached Figure 2 for details)

2、建議選取片區中濱海濱水區域、中軸和軌道沿線(xiàn)、城市公建節點(diǎn)等作為重點(diǎn)片區開(kāi)展詳細設計（附圖3），規劃總用地面積約10平方公里，設計深度為重點(diǎn)片區詳細城市設計深度。各設計機構也可根據設計思路自行劃定重點(diǎn)片區，規劃總用地面積不少于8平方公里。
2.It is suggested to select the coastal and waterfront area,area along the central axis and the rail line,and the urban public construction junction as the key areas to carry out detailed design(attached Figure 3).The planned total land area is about 10 square kilometers,and the design depth is the detailed urban design depth of the key areas.Each design institution can also delimit key areas by itself according to their design ideas,with a total planned land area of no less than 8 square kilometers.

應征要求
IV.Application Requirements
本次征集活動(dòng)采用公開(kāi)報名的方式。為保證本次方案征集成果的質(zhì)量與水平，對參賽機構須設置高標準的準入門(mén)檻和遴選標準；本次征集活動(dòng)不設資質(zhì)要求，境內外設計機構均可報名參加本次國際征集工作，允許聯(lián)合體報名，不限制聯(lián)合體成員數量。不接受個(gè)人及個(gè)人組合的報名。聯(lián)合體各方不得再單獨以自己名義，或者與另外的設計機構組成聯(lián)合體參加此次國際征集工作。
This solicitation activity adopts open registration.In order to ensure the quality of the registered design schemes,high-standard admittance threshold and selection criteria will be set for the participating institutions;there is no qualification requirement for this solicitation activity.Both Chinese and foreign design institutions are available for application.Consortium registration is allowed without any restriction on the number of members.Individual and individual combination are not accepted.Each party of the consortium shall not participate in the activity on its own name or in a consortium with other design institutions.
境內外設計機構必須具有經(jīng)合法注冊并在有效期內的營(yíng)業(yè)執照，且必須具有獨立企業(yè)法人資格。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報名參加此次國際征集工作。
Both Chinese and foreign design institutions must have a legally registered and valid business license,and must have the qualification of independent enterprise legal person.Legal persons(two or more)with the same legal representative,the parent company,wholly-owned subsidiary and holding company shall not apply for this international solicitation at the same time.
考慮到新冠疫情對國際航班等的影響，工作地完全在境外的設計機構必須與境內設計機構組成聯(lián)合體參加此次國際征集工作。
Given the impact of COVID-19 on international flights and so on,design institutions working entirely outside China must form a consortium with Chinese design institutions to participate in this international solicitation.
負責本項目的主要設計工作的主創(chuàng )設計師需參加重要節點(diǎn)的匯報會(huì )議等工作，如在國際征集過(guò)程中發(fā)現主創(chuàng )設計師與報名材料所提交的團隊人員不符，主辦單位有權取消其參加資格。
The chief designer responsible for the main design work of the project should attend the report meeting of key stages.If the chief designer is found to be inconsistent with the member information submitted in the application materials during the international solicitation process,the organizer has the right to cancel his/her qualification.
具有以下同類(lèi)項目經(jīng)驗或相關(guān)業(yè)績(jì)的設計機構優(yōu)先考慮，報名單位需提供一下相關(guān)資料:
Design institutions with the following similar project experience or relevant performance will be preferred.Relevant materials are required to be provided by the applicant:
?。?）具有相關(guān)濱水、濱海城市的城市設計綜合研究能力與城市設計，面積超過(guò)10k㎡的實(shí)踐經(jīng)驗；
(1)Comprehensive research ability and practical experience in urban design of waterfront and coastal cities with an area of more than 10k㎡;
?。?）具有國際重要濱水、濱海城市區域的城市規劃及城市設計，面積超過(guò)5k㎡實(shí)踐經(jīng)驗；
(2)Practical experience in urban planning and urban design of international important waterfront and coastal urban areas with an area of more than 5k㎡;
?。?）具有軌道站點(diǎn)周邊地區地上、地下一體化綜合開(kāi)發(fā)設計經(jīng)驗或成功案例；
(3)Experience or successful cases of above-ground and underground integrated development and design in the surrounding area of railway stations;
?。?）具有豐富的濱水區景觀(guān)生態(tài)設計和公共環(huán)境營(yíng)造經(jīng)驗；
(4)Rich experience in waterfront landscape ecological design and public environment creation;
?。?）具有全國設計大師或工程院院士領(lǐng)銜的具有規劃設計甲級資質(zhì)的設計團隊；
(5)A design team with Grade-A qualification of planning and design led by national design masters or academicians of Chinese Academy of Engineering;
?。?）國外設計機構具有英國建筑刊物《Building Design(BD)》建筑設計公司100強的建筑設計機構或美國著(zhù)名刊物《Architectural Record(建筑實(shí)錄)》美國前50強建筑設計公司，或有獲得國際建筑成就獎的知名建筑師作為主創(chuàng )設計師領(lǐng)銜的設計團隊。
(6)Foreign design institutions shall be the top 100 architectural design companies in the British architectural publication Building Design(BD)or the U.S.top 50 architectural design companies in the famous American publication Architectural Record.Or they shall have a design team led by a famous architect who has won the International Architecture Awards.

費用設置
V.Fees Setting
本次征集活動(dòng)分為資格預審、方案設計及評審、中標方案深化及成果報批三個(gè)階段。通過(guò)對報名的應征機構進(jìn)行資格預審，擇優(yōu)選取6家入圍機構獲得參與方案編制階段的資格。入圍應征機構按照正式任務(wù)書(shū)要求遞交最終設計成果后，經(jīng)評審后確定方案排名，獲得相應設計費用：
This solicitation activity is divided into three stages:pre-qualification,scheme design and review,deepening of the winning scheme and submission of the results for approval.Through the pre-qualification of the applicants,6 shortlisted institutions will be selected to participate in the scheme preparation stage.After submitting the final design results in accordance with the requirements of the official design specification,the shortlisted applicants will obtain the corresponding design fees once the scheme ranking is produced through review:
設計機構在規定時(shí)間內提交有效應征文件，且滿(mǎn)足本征集文件要求，由評審委員會(huì )按程序對6家機構提交的方案設計成果進(jìn)行評審，上報市政府研究確定排名后，設計機構將獲得如下征集獎金（含稅）：
The design institutions shall submit valid application documents within the prescribed time which shall meet the requirements of this solicitation document.The jury committee then will review the scheme design results submitted by 6 institutions according to the procedures,and report to the municipal government to determine the ranking.The design institutions will receive the following bonus(tax included):
一等獎（1名）：人民幣400萬(wàn)元（含后期深化費用200萬(wàn)）；
First prize(1 winner):RMB 4 million yuan(including 2 million yuan for follow-up scheme deepening);
二等獎（2名）：人民幣160萬(wàn)元；
Second prize(2 winners):RMB 1.6 million yuan;
三等獎（3名）：人民幣100萬(wàn)元。
Third prize(3 winners):RMB 1 million yuan.
獲得一等獎的應征機構負責后期方案深化及成果報批階段工作，具體事宜根據后續工作的安排進(jìn)行協(xié)商。以上費用均包含稅費。
The applicant that wins the first prize is responsible for the follow-up scheme deepening and results submission for approval.The specific items will be negotiated according to the arrangement of the follow-up work.The above fees are inclusive of taxes.

時(shí)間計劃
VI.Schedule
擬計劃于2022年12月上旬確定入圍應征機構、2022年12月中旬組織現場(chǎng)踏勘及召開(kāi)項目發(fā)布會(huì )，屆時(shí)需應征機構主創(chuàng )設計師及其團隊參會(huì )。方案編制階段設計周期自發(fā)布會(huì )起約為2.5個(gè)月。
It is planned to determine the shortlisted applicants in early December 2022,and organize the site visit and the project press conference in mid-December 2022,at which time the chief designer and his/her team of the applicants are required to attend.The design cycle of the scheme preparation stage is about 2.5 months since the conference.

有意向報名的設計機構可填寫(xiě)預報名表（詳見(jiàn)附件1）發(fā)送至指定郵箱（xiamenzth 163.com），屆時(shí)將會(huì )把正式征集公告信息發(fā)送至各預報名機構的郵箱。
Design institutions who intend to participate in this solicitation activity shall fill in the pre-registration form(see Attachment 1 for details)and send it to the designated email(xiamenzth 163.com).The official announcement then will be sent to the email of each pre-registered institution.
