項目背景
1.Profile
高標準規劃建設寸灘國際新城，是深入貫徹落實(shí)習近平總書(shū)記對重慶提出的營(yíng)造良好政治生態(tài)，堅持“兩點(diǎn)”定位、“兩地”“兩高”目標，發(fā)揮“三個(gè)作用”和推動(dòng)成渝地區雙城經(jīng)濟圈建設等重要指示要求的具體舉措，是打造內陸開(kāi)放門(mén)戶(hù)、建設重慶智慧之城，加快建成高質(zhì)量發(fā)展引領(lǐng)區和高品質(zhì)生活示范區的具體實(shí)踐，是實(shí)施城市更新行動(dòng)、建設國際消費中心城市的重要內容。
The planning and construction of Cuntan International New City to a high standard is a measure to bring General Secretary Xi Jinping's instructions for Chongqing into practice.The instructions includes the creation of a good political ecology,adherence to the"two points"positioning,"two places"and"two highs"goals and promotion of the building of Chengdu-Chongqing Economic Circle.The New City is also a practice for the building of an inland open portal,a smart Chongqing,a leading area of high-quality development and a demonstration area of a high-quality life.It is also the important content of the urban renewal actions and an international consumption center city.
本次方案征集范圍西聯(lián)長(cháng)嘉匯，東攬廣陽(yáng)島，面積約6.7平方公里，包括寸灘國際新城片區（金山片區、保稅港片區、郵輪母港片區）和丘堡公園，總體定位為“建設國際消費集聚區及國際消費中心城市核心承載地、城市形態(tài)展示新高地、對外開(kāi)放新窗口”，總體打造目標為“國際消費中心、國際商務(wù)中心、國際交往中心”，讓創(chuàng )新、消費成為引領(lǐng)長(cháng)遠發(fā)展的“雙引擎”，推動(dòng)寸灘變“金灘”。
Given solicitation scope,the new city ranges from Changjiahui Grand Scenic Area（the Eye of History and Humanity Landscape)in the west to Guangyang Island(the Scenic Eye of Yangtze River)in the east.It covers an area of about 6.7 square kilometers,including the Cuntan International New City Area(Jinshan Area,Bonded Port Area,Cruise Home Port Area)and Qiubao Park.It is positioned to be built into an international consumption agglomeration area,a core supporting area of an international consumption center city,a new highland for urban form display,and a new window for opening up".It aims to be built into an international consumption center,an international business center,international exchange center,making innovation and consumption become the"twin engines"for long-term development.Therefore,Cuntan can be transformed into"Golden Beach".
為推動(dòng)寸灘國際新城加快建成國際化、綠色化、智能化、人文化現代城市示范區、“山水之城?美麗之地”的城市名片展示區、現代服務(wù)業(yè)高質(zhì)量發(fā)展樣板區，形成主城核心區兩江四岸產(chǎn)業(yè)能級提升的重要增長(cháng)極，重慶兩江新區管理委員會(huì )主辦重慶寸灘國際新城金山片區更新規劃方案國際征集，公開(kāi)邀請具有城市更新規劃、產(chǎn)業(yè)策劃、建筑改造、景觀(guān)設計、運營(yíng)管理、開(kāi)發(fā)建設經(jīng)驗的設計機構或開(kāi)發(fā)機構參與，歡迎國內外優(yōu)秀設計機構或開(kāi)發(fā)機構遞交應征材料，出謀劃策。
In order to make the new city an international,green,intelligent,and modern demonstration area featuring humanity,in order to shape it into a display area of"A Land of Natural Beauty,A City with Cultural Appeal",and a model area for the high-quality development of the modern service industry,in order to produce an important growth pole for the industrial energy level of the core area of Chongqing proper(the two rivers and four banks),the solicitation of International Plans for the Renewal of Jinshan Area of Chongqing Cuntan International New City is carried out by Administrative Committee of Chongqing Liangjiang New Area.Design institutions or developers at home and abroad with experience in industrial planning,urban renewal,architectural renovation,landscape design,operation management,development&construction are invited.Your solicitation material and ideas are expected and appreciated.

設計范圍
2.Design Scope
項目位于重慶兩江新區南側濱江地帶，與雞冠石迎賓半島隔江相望，設計范圍包括寸灘國際新城片區（金山片區、保稅港片區、郵輪母港片區）和丘堡公園。距重慶北站直線(xiàn)距離約3公里，至城市核心CBD、江北機場(chǎng)均約20分鐘車(chē)程。（詳見(jiàn)圖1）

The project is located in the riverside area on the south side of Liangjiang New Area of Chongqing,with Yingbin Peninsula of Jiguanshi across the river.Its scope includes the Cuntan International New City Area(Jinshan Area,Bonded Port Area,Cruise Home Port Area)and Qiubao Park.The project is about 3 kilometers away from Chongqingbei Railway Station.It takes about 20 minutes from the project to the CBDs and Jiangbei Airport by car.(Picture 1 for details)
本次方案征集分為片區整體發(fā)展策劃規劃、片區詳細方案設計、重要節點(diǎn)概念方案設計三個(gè)層面。（詳見(jiàn)圖2、圖3）
This solicitation aims for the overall development planning,the detailed design,and the key part design.(See Picture 2 and Picture 3 for details)

2.1 The overall development planning scope
包括寸灘國際新城片區（金山片區、保稅港片區、郵輪母港片區）和丘堡公園，東起雙溪河，西至內環(huán)快速，南臨長(cháng)江，北接渝都大道，面積約6.7平方公里。
The project covers an area of about 6.7 square kilometers,including Cuntan International New City Area(Jinshan Area,Bonded Port Area,Cruise Home Port Area)and Qiubao Park.Its scope starts from Shuangxi River in the east,to Inner Ring Expressway in the west,and enjoys the Yangtze River in the south,and Yudu Avenue in the north.

2.2 The detailed design scope
1.金山片區（西側片區）城市有機更新規劃范圍：南至滬渝高速，北至渝都大道，西臨丘堡公園，東至金渝大道，面積約1.02平方公里。
2.2.1 The urban renewal scope of Jinshan area(west region):to Shanghai-Chongqing Expressway in the south,to Yudu Avenue in the north,to Qiubao Park in the west,and to Jinyu Avenue in the east.It covers an area of about 1.02 square kilometers.
2.丘堡公園詳細規劃范圍：北至加工區二路，西至內環(huán)快速，東至金渝大道，南至現狀鐵路，面積約0.7平方公里。
2.2.2 The detailed planning scope of Qiubao Park:to No.2 Road of the Processing Zone in the north,to Inner Ring Expressway in the west,to Jinyu Avenue in the north,to the existing railway in the south.It covers an area of about 0.7 square kilometers.

2.3 The key part design scope
1.金山片區（西側片區）范圍內，一是博奧汽車(chē)零部件有限公司地塊，用地面積約4.40公頃；二是美心公司地塊，用地面積約5.34公頃；三是新天澤消防地塊，用地面積約2.03公頃；四是金泰倒班樓地塊，用地面積約1.28公頃；五是規劃C27-1地塊，用地面積約1.84公頃。
2.3.1 The Jinshan area(west region)：the land plot of Boao Auto Parts Co.,Ltd.,(about 4.40 hectares);the land plot of Meixin Company(about 5.34 hectares);the Xintianze fire plot(about 2.03 hectares);Jintai shift work building land plot(about 1.28 hectares)；the C27-1 plot（about 1.84 hectares).
2.丘堡公園范圍內，不突破詳細規劃指標控制要求的情況下，結合設計方案布局的建筑。

設計內容
3.Design content
本次設計應統籌區域發(fā)展要素，完善城市功能、提升城市品質(zhì)，突出“國際范、智慧魂、兩江韻”的城市內涵。設計內容分為三個(gè)層面，應征機構可結合國內外類(lèi)似地區發(fā)展經(jīng)驗，系統性提出符合實(shí)際且具有前瞻性的核心設計理念與綜合解決方案。
This design should demonstrate the balance of regional development elements and the improvement of urban function and quality.It will also highlight the urban connotation featuring three parts including"international style,smart applications,and two river elements".Based on experience of similar projects at home and abroad,the applicant can put forward practical and forward-looking core concepts and solutions.

3.1 Overall development planning
1.總體設計要求：圍繞“國際消費中心城市核心承載地”等目標定位，以金山片區（西側片區）為核心展開(kāi)研究，結合已有的寸灘國際新城規劃等方案，對寸灘國際新城及丘堡公園提出整體更新、功能縫合、交通聯(lián)動(dòng)、風(fēng)貌協(xié)調等規劃思路，研究產(chǎn)業(yè)、空間、文化三位一體的總體功能布局，構建總體空間形態(tài)。
3.1.1 Overall requirements:Focusing on the positioning of"the core supporting area of an international consumption center city",the design agencies shall carry out research with the Jinshan area(west region)as the core,based on the existing plans of Cuntan International New City and others,put forward planning ideas such as overall renewal,function improvement,traffic linkage,and style coordination for the New City and Qiubao Park.The overall functional layout integrating industry,space and culture shall be studied for the construction of the overall spatial form.

3.1.2.1 Function improvement:Based on cases at international level and relevant plannings,you shall implement the main functional layout of each area,refine the plannings of Jinshan area and Qiubao Park,and put forward advice on introduction of supporting facilities and major projects.
?。?）片區聯(lián)動(dòng)：從整體區域的層面，梳理現狀路網(wǎng)結構，提出綜合交通組織方案，高效聯(lián)動(dòng)設計范圍各片區，重點(diǎn)研究未來(lái)十年發(fā)展規劃，打通道路“毛細血管”；梳理現狀步行體系，充分考慮市民、游客、消費群體的需求，提出連續、充滿(mǎn)活力的步行組織方案，特別是丘堡公園與各片區之間的步行聯(lián)系；梳理現狀設施建設情況，預測設施配套需求，提出市政設施、公服設施布局方案，特別是水、電、氣等重大基礎設施用地布局；提出丘堡公園與其他三個(gè)片區，特別是與金山片區生態(tài)聯(lián)動(dòng)方案，構建親自然、有趣味的生態(tài)景觀(guān)空間；提出區域整體景觀(guān)系統、重要公共空間體系、導覽系統聯(lián)動(dòng)設計方案；構建緊密聯(lián)系、相互協(xié)調的總體空間形態(tài)設計和總體城市形象設計。
3.1.2.2 Area linkage:Based on the current road network,the design companies shall put forward a transportation organization plan for the efficient linkage of areas within the design scope and shall focus on researching the development planning for the connectivity of roads in the next ten years.The companies shall also analyze the current walking system taking the needs of citizens,tourists,and consumers into consideration for the production of the walking organization featuring connectivity(especially the walking connection between Qiubao Park and other areas).They shall also propose a layout for municipal and public service facilities(especially major infrastructure such as water,electricity,and gas)and the ecological linkage plan between Qiubao Park and the other three areas(especially the Jinshan area)after analyzing the current facilities and the demand of supporting facilities for the production of pro-nature and interesting ecological landscape space.They shall also put forward designs of the overall landscape system,important public space system,and guide system for the production of overall spatial form and urban image designs featuring coordination and close relationship.

3.2.1 Urban renewal of Jinshan area(west area)
?。?）總體設計要求：聚焦時(shí)尚潮流消費、數字經(jīng)濟、文創(chuàng )產(chǎn)業(yè)、時(shí)尚總部企業(yè)集聚等功能，發(fā)展時(shí)尚經(jīng)濟，依托城市品質(zhì)提升，引入高人氣、新風(fēng)尚、創(chuàng )新型的業(yè)態(tài)，形成國際時(shí)尚消費聚集區。采用“微改造”方式，細化片區功能定位、用地布局和地塊功能植入意向，策劃產(chǎn)業(yè)布局、產(chǎn)業(yè)清單和運營(yíng)模式，對城市設計、重要場(chǎng)景、街道空間等提出具體可行的設計方案，明確實(shí)施時(shí)序、實(shí)施措施、實(shí)施保障及運營(yíng)方案。
3.2.1.1 Overall design:Focus on the fields of fashion consumption,digital economy,cultural and creative industry,and fashion headquarters and enterprise agglomeration;develop fashion economy for the improvement of urban quality;introduce popular business featuring new fashion and innovation for the production of an international fashion consumer cluster;adopt"micro-renovation"to make the area function,the land layout and the plot functions specific;plan the industrial layout,industrial list and operation mode;propose specific and feasible designs for urban design,important scenarios,and street space;clarify the implementation of sequence,measures,guarantee and operation plan.

1）功能定位：梳理金山片區（西側片區）建設發(fā)展現狀、產(chǎn)業(yè)發(fā)展情況，圍繞形成“國際時(shí)尚消費聚集區”等要求，結合區域功能，細化片區定位，將時(shí)尚潮流消費、數字經(jīng)濟、文創(chuàng )產(chǎn)業(yè)、時(shí)尚總部企業(yè)集聚等功能融入地塊。
3.2.2.1 Functional orientation:sort out the construction and development status and industrial development of Jinshan area(west area);make the positioning of the area specific based on the requirements of producing an"international fashion consumption cluster"and regional functions;integrate functions such as fashion consumption,digital economy,cultural and creative industries,fashion headquarters into the plot.
2）產(chǎn)業(yè)策劃：梳理金山片區（西側片區）產(chǎn)業(yè)發(fā)展規模、經(jīng)營(yíng)狀況、產(chǎn)業(yè)門(mén)類(lèi)、企業(yè)更新意愿等，提出順應消費升級趨勢、具有國際時(shí)尚競爭力的產(chǎn)業(yè)類(lèi)型和詳細布局方案，明確具體可行的產(chǎn)業(yè)準入清單和產(chǎn)業(yè)負面清單，提出可操作的實(shí)施運營(yíng)方案。
3.2.2.2 Industrial planning:Sort out the industrial development scale,business status,industry category,and enterprise renewal willingness of Jinshan area(west area);propose industrial types and detailed layout plans that follow the trend of consumption upgrading and boasts strength in international fashion industries;clarify specific and feasible industry access and negative list for the production of an practical operation plan.
3）場(chǎng)景打造：對渝都大道等主要消費路徑，金渝大道、滬渝高速等重要城市界面，銜接機場(chǎng)、火車(chē)站、碼頭、丘堡公園方向及其他重要的城市窗口、地標形象和門(mén)戶(hù)景觀(guān)等開(kāi)展概念方案設計，增強區域印象和識別性，凸顯“國際范、重慶味”。
3.2.2.3 Scenario creation:carry out conceptual design,improve regional impression and recognition,and highlight"international style,Chongqing flavor"for the main consumption centers such as Yudu Avenue,urban interfaces landmark images and portal landscapes such as Jinyu Avenue and Shanghai-Chongqing Expressway,city windows connecting the airport,railway station,wharf,and Qiubao Park.
4）城市設計：注重挖掘文化價(jià)值和景觀(guān)潛力，確定景觀(guān)軸線(xiàn)，提出公共開(kāi)放空間布局、形式和規模，對建筑的天際輪廓線(xiàn)、高度、風(fēng)格、體量、色彩、第五立面等提出控制引導要求。
3.2.2.4 Urban design:focus on exploration of cultural value and landscape potential;determine the landscape axis;propose the layout,form and scale of public space;propose guidance over the building’s skyline,height,style,volume,color,and fifth facade.
5）配套設施：梳理現狀道路、配套設施等，提出道路交通組織、步行體系、設施布局方案。
3.2.2.5 Supporting facilities:Sort out the existing roads and supporting facilities;propose road traffic organization,walking system,and facility layout.
6）街道空間：分析街道空間現狀，運用以人文本的場(chǎng)景化設計方案，提出有趣味、重體驗、多元化的街道空間方案。
3.2.2.6 Street space:analyze the current situation of the street space;propose an interesting,experience-oriented and diversified street space scheme based on human-oriented scenario design
7）導覽路線(xiàn)：根據出行方式不同，設計導覽路線(xiàn)及重要節點(diǎn)。

8）提出經(jīng)濟技術(shù)指標測算，明確實(shí)施項目清單和實(shí)施時(shí)序，提出相應的更新實(shí)施措施、運營(yíng)方案，涉及需協(xié)調現狀權屬時(shí)，需從管理、經(jīng)濟角度提出相關(guān)建議。

1）功能策劃：梳理周邊功能，結合寸灘國際新城帶來(lái)的新發(fā)展機遇，策劃丘堡公園功能定位和建設目標。

2）詳細規劃：梳理公園現狀地形地貌、建設與資源情況等，從經(jīng)濟平衡角度深入分析現狀高壓變電站入地及土石方回填的合理性、經(jīng)濟性，對公園內建筑、景觀(guān)、道路、游覽系統、設施等提出國際化、生態(tài)化的詳細設計方案。
3.2.2.2.2 Detailed planning:sort out the current topography,buildings and resources of the park;analyze the rationality and economy of the current high-voltage substation and earthwork back filling from economic balance;propose detailed designs featuring internationalization and ecology for buildings,landscapes,roads,tour systems,and facilities of the park.
3）片區聯(lián)動(dòng)：提出丘堡公園與寸灘國際新城片區（特別是金山片區）及重慶北站的生態(tài)聯(lián)動(dòng)方案，構建親自然、有趣味的生態(tài)景觀(guān)空間。
3.2.2.2.3 Area linkage:Propose an ecological linkage plan of Qiubao Park,Cuntan International New City Area(especially Jinshan Area)and Chongqingbei Railway Station,for the production of a nature-pro and interesting ecological landscape space.
4）茅溪河整治提升：梳理茅溪河現狀，優(yōu)化周邊市政管網(wǎng)布局，對茅溪河提出生態(tài)化整治提升方案，用好城市自然水體空間。
3.2.2.2.4 Management of Maoxi River:sort out the current situation of Maoxi River;optimize the layout of surrounding municipal pipe network;put forward an ecological renovation plan for Maoxi River;make good use of the urban natural water space.
5）實(shí)施運營(yíng)：測算經(jīng)濟技術(shù)指標，提出詳細的經(jīng)濟平衡方案、實(shí)施時(shí)序和運營(yíng)方案。

3.3 Important nodes of design
1.金山片區（西側片區）范圍內5處，一是對博奧汽車(chē)零部件有限公司、美心公司、新天澤消防、金泰倒班樓共4個(gè)地塊進(jìn)行建筑更新改造方案設計；二是對規劃C27-1地塊進(jìn)行新建建筑方案設計。
3.3.1 There are 5 sites within the Jinshan area(west area),architectural renovation design shall be carried out for four plots including Boao Auto Parts Co.,Ltd.,Maxim's Co.,Ltd.,the Xintianze fire plot，Jintai shift work building land plot.And the new building scheme design for the planned C27-1 plot shall be carried out as well.
1）博奧汽車(chē)零部件有限公司地塊、美心公司地塊、新天澤消防地塊、金泰倒班樓地塊設計要點(diǎn)：協(xié)調地塊與周邊建筑物、景觀(guān)、風(fēng)貌及交通關(guān)系，通過(guò)對建筑本身進(jìn)行更新整治和功能策劃，提出建筑方案構思、景觀(guān)主題、功能結構、地塊整體的場(chǎng)地豎向設計、交通流線(xiàn)組織、立面改造以及地塊內的業(yè)態(tài)和運營(yíng)管理方案等。

2）規劃C27-1地塊設計要點(diǎn)：深入分析地塊與周邊區域的關(guān)系，策劃新建地塊功能、各類(lèi)型業(yè)態(tài)分布情況，提出建筑方案構思、景觀(guān)主題、功能結構、地塊整體的場(chǎng)地豎向設計、交通流線(xiàn)組織以及運營(yíng)管理方案等。

2.丘堡公園范圍內若干處，不突破詳細規劃指標控制要求的情況下，結合設計方案布局的建筑。

設計要點(diǎn)：從經(jīng)濟平衡及整體建設效果角度，深入分析地塊與丘堡公園的關(guān)系，提出建筑方案構思、景觀(guān)主題、功能結構、地塊整體的場(chǎng)地豎向設計、交通流線(xiàn)組織以及運營(yíng)管理方案等。

成果應滿(mǎn)足《重慶市城鄉規劃條例》（2017年）、《重慶市城市規劃管理技術(shù)規定》、《重慶市城市更新規劃設計導則》和公園設計等相關(guān)規范文件要求。
The results should meet the requirements of documents such as"Chongqing Urban and Rural Planning Regulations"(2017),"Chongqing Urban Planning Management Technical Regulations","Planning and Design Guidelines of Chongqing Urban Renewal"and park design.

4.3 Documents for reporting
應征機構應采用PPT、PDF等匯報文件進(jìn)行現場(chǎng)匯報，時(shí)間不超過(guò)15分鐘。為充分展示方案，應征機構需準備多媒體演示文件，多媒體演示文件應采用MP4、AVI或WMV格式的高清演示，時(shí)間不超過(guò)15分鐘。
The applicant agency should engage in on-site reporting by means of PPT,and PDF,no longer than 15 minutes..In order to fully demonstrate the proposal,the applicant agency needs to apply multimedia presentation files(3D animation presentations are encouraged as needed).Multimedia presentation files should be HD in MP4,AVI or WMV format,no longer than 15 minutes.

5.Qualification of applicants
?。ㄒ唬┥暾埲隧殲楠毩⒎ㄈ?，且具備如下條件：
5.1 The applicant must be an independent legal person and also meet the following requirements:
1.中華人民共和國境內應征機構（含聯(lián)合體）需同時(shí)具備：①.城鄉規劃甲級資質(zhì)或建筑行業(yè)（建筑工程）設計甲級資質(zhì)；②.風(fēng)景園林工程設計甲級資質(zhì)。鼓勵有開(kāi)發(fā)運營(yíng)經(jīng)驗的應征機構（含聯(lián)合體）參與。境外應征機構須在其所在國家或地區具有合法營(yíng)業(yè)范圍，并具有我國境內合法經(jīng)營(yíng)和設計許可。
5.1.1 Applicants within the territory of the People's Republic of China(including consortia)must meet the following requirement at the same time:A.Grade A qualification for urban and rural planning or Grade A qualification for construction industry(construction engineering)design;B.Grade A qualification for landscape architecture engineering design;Applicants(including consortia)with experience in development and operation are encouraged to participate.Overseas applicants must have legal business scope in the country or region where they are located,and have legal business and design licenses within my country.
2.本項目接受聯(lián)合體報名，且各方不得再單獨以自己名義，或與另外應征機構組成聯(lián)合體報名。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人、母公司、全資子公司及其控股公司，視為同一申請人，不可同時(shí)報名。境外應征機構聯(lián)合境內應征機構的，境內應征機構資質(zhì)要求同上。港澳臺應征機構的資格要求參照境外應征機構資格要求的規定。
5.1.2 A consortium can register for the project but each member of it shall not register in its own name or form a consortium with another applicant institution.Two or more legal persons,parent companies,wholly-owned subsidiaries and their holding companies whose legal representatives are the same person are regarded as the same applicant.Given an overseas applicant in cooperation with a domestic one,the qualification requirements for the domestic one are the same as above-mentioned.Given the qualification requirements of applicants from Hong Kong,Macao and Taiwan,the requirements of qualifications for overseas applicants shall be referred to.
3.應征機構（含聯(lián)合體）應有與本項目功能、性質(zhì)相類(lèi)似的產(chǎn)業(yè)策劃和規劃、建筑、景觀(guān)設計經(jīng)驗（須提供自2015年1月1日起的同類(lèi)項目設計業(yè)績(jì)）。
5.1.3 The applicant agency(including the consortium)should have experience in industrial planning,architecture,and landscape design similar to the function and nature of the project(the design performance of similar projects since January 1,2015 shall be provided).
4.應征機構（含聯(lián)合體）擁有以下條件將優(yōu)先考慮：應征機構有類(lèi)似本項目開(kāi)發(fā)建設及運營(yíng)經(jīng)驗。
5.1.4 Applicants(including consortium)with the following conditions will be given priority:the applicant organization has similar experience in the development,construction and operation of this project.
5.本次征集活動(dòng)不接受個(gè)人或個(gè)人組合的報名。
5.1.5 This solicitation does not accept applications from individuals or individual groups.

5.2 Requirements of the design team
1.應征機構（含聯(lián)合體）應明確主創(chuàng )設計師（不超過(guò)2人）及團隊人員名單，主創(chuàng )設計師的同類(lèi)項目業(yè)績(jì)將作為資格預審環(huán)節重要評審依據。
5.2.1 The applicant agency(including the consortium)should make clear the list of the chief designer(not limited to 2 people)and other team members.The similar project performance of the chief designer will be used as an important evaluation basis for the pre-qualification process.
2.參與本次活動(dòng)的設計人員應為應征機構的在冊人員，主創(chuàng )設計師應主持過(guò)同類(lèi)型項目，且主創(chuàng )設計師及團隊成員須全過(guò)程參與本項目啟動(dòng)會(huì )、現場(chǎng)踏勘、方案設計、中期交流和評審會(huì )，啟動(dòng)會(huì )和評審會(huì )原則要求主創(chuàng )設計師現場(chǎng)匯報。自啟動(dòng)會(huì )后，主創(chuàng )設計師和團隊須駐場(chǎng)工作7天，充分進(jìn)行現場(chǎng)調研工作，了解基地現場(chǎng)情況。
5.2.2 The designers for this solicitation should be the registered personnel of the applicant organization;the chief designer should have presided over the similar project;the chief designer and other team members must participate in the whole process of the project such as kick-off meeting,site survey,scheme design,mid-term exchanges and review meeting.Given kick-off meeting and review meeting,the chief designer is requested to report on the spot in principle.After the kick-off meeting,the chief designer and the whole team must work on-site for 7 days to fully conduct on-site research and understand the situation of the base.
3.項目團隊需配備策劃、規劃、運營(yíng)、建筑、景觀(guān)、交通、管理等各專(zhuān)業(yè)人員。為了保證項目團隊人員對中國地區背景和相關(guān)要求的準確理解，境外應征機構的專(zhuān)業(yè)技術(shù)人員團隊中應至少有一名通曉漢語(yǔ)人士。
5.2.3 The project team needs to be equipped with professionals in planning,architecture,landscape,transportation,operation,and management.In order to ensure that the project team members have an accurate understanding of the background and requirements,there should be at least one person who is proficient in Chinese among the professional and technical personnel of the overseas applicant agency.
4.在設計過(guò)程中若主創(chuàng )設計師與資格預審材料所提交的信息不符或未經(jīng)主辦單位認可擅自更換主創(chuàng )設計師的，視為無(wú)效申請。
5.2.4 During the design process,if the chief designer does not match the information submitted in the pre-qualification materials or if the chief designer is replaced without the approval of the organizer,the application will be deemed invalid.
5.主創(chuàng )設計師具有豐富的城市更新、運營(yíng)管理和產(chǎn)業(yè)策劃經(jīng)驗及具有已建、在建或中標城市更新項目業(yè)績(jì)的優(yōu)先考慮。
5.2.5 Priorities should be given to chief designers who have rich experience in urban renewal,industrial planning and operation management,and who had good performance of urban renewal projects(built,under construction or bid winning ones)

6.Requirements for pre-qualification results
應征文件內容包含應征機構報名表、資質(zhì)證明文件、應征機構（含聯(lián)合體）及主創(chuàng )設計師相關(guān)業(yè)績(jì)、設計團隊成員表及相關(guān)證明材料等內容；如為聯(lián)合體報名，須提交聯(lián)合體協(xié)議、聯(lián)合體成員工作分工方案。
Application documents shall include application form,qualification certificate,performance of applicant institution(including consortium)and chief designer,team member list and certification materials;if a consortium register,it shall submit a consortium agreement and work division plan for its members.

需提交的資格報名預審文件包含紙質(zhì)文件和電子文件兩種形式。其中電子文件需打包后發(fā)送至組織單位指定郵箱（824406433 qq.com、851049589 qq.com），文件以“重慶寸灘國際新城金山片區更新規劃方案+應征機構（聯(lián)合體）”命名，同時(shí)電子文件須拷入U盤(pán)隨紙質(zhì)文件一起通過(guò)郵寄或直接送達兩種方式送至重慶鼎石建筑規劃設計有限公司（詳細地址：重慶市渝北區星光五路3號中興綜合樓一期），文件接收截止時(shí)間為2022年8月08日17時(shí)00分。電子文件和紙質(zhì)文件均按要求發(fā)送完成則算報名成功。

8.Instructions
?。ㄒ唬┍敬握骷顒?dòng)分為三個(gè)階段。第一階段為公告發(fā)布及資格預審階段，時(shí)長(cháng)約30天；第二階段為設計及評審階段，時(shí)長(cháng)約90天；第三階段為設計整合階段，時(shí)長(cháng)約30天。
8.1 This solicitation has three stages.The first stage is for the announcement and pre-qualification,which will last about 30 days;the second stage is for the design and review,which will last about 90 days;the third stage is for the design integration,which will last about 30 days.
?。ǘ┵Y格預審階段將由評審委員會(huì )對報名材料進(jìn)行資格預審，從中遴選出3個(gè)申請人（含聯(lián)合體）入圍。
8.2 In the pre-qualification stage,the evaluation committee will check the application materials,and then determine 3 applicants(including consortia)to be shortlisted.
?。ㄈ﹨⒓诱骷顒?dòng)的應征機構提交的設計成果須滿(mǎn)足技術(shù)任務(wù)書(shū)要求，經(jīng)專(zhuān)家評審委員會(huì )確定為有效成果（無(wú)效成果將不予評獎及發(fā)放獎金）并進(jìn)行評審后，將評審結果提交主辦方，由主辦方確定一家應征機構（含聯(lián)合體）為一等獎，未獲得一等獎的兩家應征機構（含聯(lián)合體）為優(yōu)秀獎。本次征集設置1個(gè)一等獎、2個(gè)優(yōu)秀獎，一等獎獎金200萬(wàn)元（含稅），優(yōu)秀獎獎金55萬(wàn)元（含稅），獲得一等獎的應征機構（聯(lián)合體）須對其他兩家方案優(yōu)點(diǎn)和專(zhuān)家評審意見(jiàn)進(jìn)行設計深化整合（整合深度與征集任務(wù)書(shū)要求相同），直至設計方案通過(guò)主辦單位評審為止。
8.3 The design results submitted by the applicant agencies must meet the requirements of the technical document.When the results are determined as valid ones by the expert review committee(invalid results will not be awarded),they will be submitted to the organizer.There are one first prize winner(including the consortium)and two excellent prize winners,who will be determined by the organizer.The first prize winner will be awarded 2 million yuan(tax included)as bonus,and each excellent prize winner 550,000 yuan(tax included).The first prize winner has to carry out in-depth integration concerning the advantages of the other two schemes and expert review opinions(the requirements for the integration depth is the same as those of the solicitation document).All the integration results should finally attain approval by the review of organizer.
?。ㄋ模┓桨刚骷^(guò)程中發(fā)生的一切費用及因設計補償費而發(fā)生的有關(guān)稅費，由各申請人自行負責。
8.4 All expenses incurred in the process of solicitation and taxes and fees incurred due to design compensation fees shall be borne by the applicants themselves.
?。ㄎ澹┍敬畏桨刚骷笥蓤竺麜r(shí)明確的主創(chuàng )設計師進(jìn)行方案匯報，一旦報名成功，則視為接受本條款說(shuō)明。
8.5 Given the solicitation,the chief designer specified at the time of registration shall make a proposal report.Once the registration is successful,it will be deemed to accept the description of this clause.

8.6 Applicants(including consortia)shall ensure that all application materials are true,legal and valid,and bear relevant legal responsibilities.
