▌項目背景 Background

高鐵站網(wǎng)絡(luò )正以前所未有的速度改變著(zhù)中國的城市格局，打破城市邊界和空間距離，更為城市未來(lái)發(fā)展提供了新的模式與機遇。結合《成渝地區雙城經(jīng)濟圈建設規劃綱要》《重慶都市圈發(fā)展規劃》、《關(guān)于支持主城都市區同城化發(fā)展的改革舉措》等重要文件與綱領(lǐng)，九龍坡區第十三次黨代會(huì )作出區域發(fā)展重大安排，將重慶西站（九龍坡）高鐵臨港經(jīng)濟區（以下簡(jiǎn)稱(chēng)“高鐵臨港經(jīng)濟區”）確定為全區“12345”發(fā)展思路中“四輪驅動(dòng)”之一（強化西部（重慶）科學(xué)城九龍坡片區、九龍美術(shù)半島、九龍新商圈和高鐵臨港經(jīng)濟區），旨在全面貫徹落實(shí)黨中央、國務(wù)院決策部署和市委、市政府工作安排，搶抓共建“一帶一路”、推動(dòng)成渝地區雙城經(jīng)濟圈建設等重大戰略機遇，引領(lǐng)全區重塑高質(zhì)量現代化產(chǎn)業(yè)體系，努力成為重慶主城都市區高質(zhì)量發(fā)展的戰略支撐點(diǎn)。

▌設計內容  Design content

本次規劃編制分為兩個(gè)階段。第一階段為國際征集階段，第二階段為深化整合階段。

本次征集分為三個(gè)階段：公開(kāi)報名、資格預審、方案編制及評審。

The solicitation is divided into three stages: public registration, qualification check, plan preparation and review.

第一階段為公開(kāi)報名。報名內容包含報名表、相關(guān)資質(zhì)文件、主創(chuàng )設計師業(yè)績(jì)、團隊業(yè)績(jì)等（詳見(jiàn)附件1）。

第二階段為資格預審。由資格預審委員會(huì )從有效報名的設計機構中，投票評選出票數前4名入圍，1名備選。

The second stage is the qualification check. The prequalification committee will vote for the top 4 finalists and 1 candidate from the validly registered design institutions.

第三階段為方案編制及評審。入圍設計機構需按《重慶西站（九龍坡）高鐵臨港經(jīng)濟區規劃設計國際方案征集書(shū)》要求，開(kāi)展方案設計。由評審委員會(huì )從提交的有效方案機構中，評選出1個(gè)一等獎，1個(gè)二等獎，1個(gè)三等獎、1個(gè)優(yōu)秀獎。

▌申請人資格要求  Applicant qualifications

（一）申請人須為獨立法人，且具備如下條件之一：7.1 The applicant must be an independent legal person and meet one of the following conditions:1、申請人為國內機構的，須具有城鄉規劃甲級資質(zhì)。7.1.1 If the applicant is a domestic institution, it must have Grade A qualification for urban and rural planning.2、申請人為境外機構的，須在其所在國家或地區具有合法注冊營(yíng)業(yè)執照和相應設計許可，受新冠肺炎疫情影響，境外機構須在中國設有分支機構。7.1.2 If the applicant is an overseas organization, it must have a legally registered business license and corresponding design license in the country or region where it is located. Affected by Covid-19, overseas organizations must have branches in China.（二）本項目接受聯(lián)合體報名，須具備如下條件：7.2 This project accepts consortium registration, the following conditions must be met:1、聯(lián)合體成員單位不超過(guò)3家。聯(lián)合體成員至少一方應符合以上第一條資格條件，另一方不得為個(gè)人。7.2.1 No more than 3 member units of the consortium. ▌應征報名及資料提交

（二）資料提交

8.2 Information submission

遞交資格預審報名文件截止時(shí)間為2022年4月11日16時(shí)00分（中國北京時(shí)間），設計機構需提交附件1-4資料的紙質(zhì)版（正本1份，副本7份）及所有電子版報名材料（內容應完全一致），其中正本封面須加蓋申請單位公章（聯(lián)合體單位應加蓋各成員公章），副本可為正本復印件。

（一）本次國際征集公告采用中英文對照格式，當中英文內容不一致時(shí)，以中文為準。12.1 This international solicitation announcement adopts Chinese or Chinese-English bilingual format, if the meaning of content is inconsistent of Chinese and English versions, the Chinese one shall prevail.（二）本次國際征集階段時(shí)長(cháng)約45天；深化整合階段時(shí)長(cháng)約60天。（深化整合階段時(shí)間可根據項目進(jìn)度調整）12.2 The time of the international solicitation phase is about 45 days; the time of the deepening phase is about 60 days. (The deepening time can be adjusted according to the project progress)（三）主辦單位的日程安排時(shí)間均以中國北京時(shí)間為準。受疫情影響，主辦單位可對具體時(shí)間節點(diǎn)和會(huì )議形式作適時(shí)調整，并及時(shí)通知設計機構。12.3 The schedule by the organizer is based on Beijing time. Due to the Covid-19 pandemic, the organizer can make timely adjustments to the specific time nodes and meeting way, and notify design agencies in time.（四）獲得正式邀請函的設計機構主創(chuàng )設計師與主要設計人員須親自參與啟動(dòng)會(huì )現場(chǎng)踏勘、方案評審、深化階段主要會(huì )議的交流與匯報。請設計機構根據各地區疫情防控要求提前作好相應準備。12.4 The chief designer and main designers of the design agency who have received the formal invitation letter must personally participate in the site survey, conceptual plan review, exchanges and reports at the main meetings of the deepening stage. Design agencies are requested to make corresponding preparations in advance according to the requirements of Covid-19 prevention and control at different regions.（五）凡報名參加本次活動(dòng)的設計機構，均被視為同意并接受本次活動(dòng)規則以及各階段相應的文件及其補充（修改）文件和澄清文件之全部?jì)热菁皸l款。12.5 All design agencies that sign up for this event are deemed to have agreed and accepted the rules of this event and the corresponding documents at each stage, as well as their supplementary (modified) documents and all the contents and terms of the clarification documents.（六）應征設計機構（聯(lián)合體）需保證所有報名材料真實(shí)、合法和有效，并承擔相關(guān)法律責任。12.6 The consortium of applied design institutions (consortium) shall ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.（七）各申請人參加本次活動(dòng)產(chǎn)生的一切費用均自理。12.7 All applicants shall be responsible for all expenses incurred in participating in this event.（八）活動(dòng)解釋權：因對本次活動(dòng)規則的有不同理解，本次活動(dòng)的主辦單位享有解釋權。12.8 Right to interpret the event:  Due to different understandings of the items of this activity, the organizer has the right to interpret.
