上海國際招標有限公司受無(wú)錫地鐵集團有限公司的委托，作為征集代理，就無(wú)錫地鐵6號線(xiàn)工程貢湖濕地公園車(chē)輛段TOD一體化城市設計組織開(kāi)展國際方案征集活動(dòng)，歡迎有興趣參與應征的申請人參加本次征集活動(dòng)。本次征集將通過(guò)公開(kāi)資格預審的方式從所有申請人中擇優(yōu)選取3名應征人參加征集。

　　2022年4月，無(wú)錫市政府辦公室印發(fā)《關(guān)于推進(jìn)軌道交通場(chǎng)站及周邊土地綜合開(kāi)發(fā)的實(shí)施意見(jiàn)》（錫政辦發(fā)〔2022〕44號），提出圍繞軌道交通沿線(xiàn)土地合理利用、公共交通為導向（TOD）的城市發(fā)展理念，促進(jìn)土地資源的集約利用、城市功能結構的優(yōu)化提升和軌道交通的可持續發(fā)展，打造“站城一體化”現代社區，高水平建設“軌道上的無(wú)錫”。在此背景下，無(wú)錫地鐵集團有限公司開(kāi)展無(wú)錫地鐵6號線(xiàn)貢湖濕地公園車(chē)輛段TOD一體化城市設計國際方案征集工作。
　　In April 2022,Wuxi Municipal Government Office issued the"Implementation Opinions on Promoting the Comprehensive Development of Rail Transit Stations and Surrounding Land",proposing the urban development concept of rational land use and public transportation oriented(TOD)along the rail transit line,promoting the intensive use of land resources,optimizing and improving urban functional structure,and sustainable development of rail transit,Build a"station city integration"modern community and high-level construction of"Wuxi on the track".In this context,Wuxi Metro Group Co.,Ltd.is conducting an international proposal solicitation for TOD integrated urban design for the Gonghu Wetland Park Depot of Wuxi Metro Line 6.

　　無(wú)錫地鐵6號線(xiàn)為無(wú)錫軌道交通線(xiàn)網(wǎng)中西南-東北向的線(xiàn)路，自南向北貫穿太湖新城核心及老城核心，覆蓋無(wú)錫的主要客流走廊，是無(wú)錫軌道交通線(xiàn)網(wǎng)中的骨干線(xiàn)。6號線(xiàn)起于貢湖濕地公園站，終點(diǎn)為廣源路站，全長(cháng)24.21km，為全地下線(xiàn)。共設18座車(chē)站，均為地下車(chē)站。新建貢湖濕地公園車(chē)輛段，選址位于無(wú)錫市經(jīng)開(kāi)區，位于南湖大道東側，用地東西長(cháng)約1070m，南北寬約210~260m，占地面積26.98公頃，用地規劃為商住混合用地、教育用地和商業(yè)用地。本次征集的設計范圍分為三個(gè)層次，范圍與設計深度要求如下：片區城市發(fā)展戰略及產(chǎn)業(yè)策略、區域總體規劃研究、城市設計，詳見(jiàn)方案征集設計任務(wù)書(shū)。
　　Wuxi Metro Line 6 is a southwest northeast line in the rail transit network of Wuxi.It runs through the core of the Taihu Lake New City and the core of the old city from south to north,covering the main passenger flow corridors of Wuxi,and is the backbone line in the rail transit network of Wuxi.Line 6 starts from Gonghu Wetland Park Station and ends at Guangyuan Road Station,with a total length of 24.21km.It is an underground line.There are a total of 18 stations,all of which are underground stations.The newly built Gonghu Wetland Park Depot is located in the Economic Development Zone of Wuxi City,on the east side of Nanhu Avenue.The land is approximately 1070m long from east to west and 210-260m wide from north to south,covering an area of 26.98 hectares.The land is planned for mixed use of commercial and residential land,education land,and commercial land.The design scope of this solicitation is divided into three levels,and the requirements for scope and depth of design are as follows:urban development strategy and industrial strategy of the area,regional overall planning research,and urban design.

　　3.1
　　申請人須具有獨立承擔民事責任的能力，不接受自然人參與應征。
　　An Applicant must have the ability to bear civil liability independently,and the participation of natural person is not accepted.
　　3.2
　　申請人須具有承擔本次征集內容相應的資格及能力：
　　An Applicant must have the experience and ability to engage in services.
　　3.2.1
　　申請人為境內機構的，須具備相關(guān)行政主管部門(mén)認定的城鄉規劃編制單位甲級資質(zhì)或核準的建筑行業(yè)建筑工程專(zhuān)業(yè)設計甲級資質(zhì)或其以上資質(zhì)。
　　Domestic Applicant must have class A qualification of urban and rural planning or Grade A qualification for design of construction engineering in the construction industry affirmed by the Ministry of Natural Resources of the People's Republic of China.
　　3.2.2
　　申請人為境外機構的，須在其所在國家或地區合法注冊，具有相應設計許可。
　　Overseas Applicant must be legally registered in the country or region where it is located and have the corresponding design permit.
　　3.2.3
　　港、澳、臺機構按第3.2.2條要求執行。
　　Applicants from Hong Kong,Macao or Taiwan shall comply with the requirement of Article 3.2.2.
　　3.2.4
　　境外機構在境內已注冊子公司，并以子公司名義參與應征，該子公司按第3.2.2條要求執行，須提供其與境外機構的關(guān)系證明。
　　Overseas Applicants who participate in the name of its subsidiary registered in China shall comply with the requirement of Article 3.2.2.
　　3.3
　　申請人（如為聯(lián)合體，指聯(lián)合體任意一方）具有至少一項軌道交通車(chē)輛段上蓋開(kāi)發(fā)項目或TOD綜合開(kāi)發(fā)項目城市設計業(yè)績(jì)（需提供項目業(yè)績(jì)證明材料：合同協(xié)議書(shū)關(guān)鍵頁(yè)）。
　　The applicant(in case of Consortium,referring to any party of the consortium)has at least one urban design of the rail transit vehicle depot cover development project or TOD comprehensive development project(project proof materials:key pages of the contract must be provided).
　　3.4
　　本項目接受聯(lián)合體，聯(lián)合體成員數量不得超過(guò)3家。聯(lián)合體每位成員皆需滿(mǎn)足本公告第3.1-3.2條的要求；申請人如為聯(lián)合體，聯(lián)合體任意一方需滿(mǎn)足本公告第3.3條的要求。聯(lián)合體的組成以提交的資格預審《申請文件》為準。聯(lián)合體各方不得再以自己名義單獨參與本次征集活動(dòng)，也不得同時(shí)加入參與本次征集活動(dòng)的其他聯(lián)合體，否則，相關(guān)《申請文件》均被否決。
　　The Consortium is accepted in this Project.All member of the Consortium shall satisfy the qualification requirements of Article 3.1-3.2.Either party of the Consortium shall satisfy the qualification requirements of Article 3.3.Any member of the Consortium shall neither individually participate in the prequalification on its own,nor concurrently participate as a member of another Consortium.The number of Consortium members shall not exceed three.

　　凡有意參加本次方案征集活動(dòng)的潛在申請人，請于2023年4月17日09:00時(shí)至2023年4月24日16:00時(shí)（北京時(shí)間，下同），在上海國際招標有限公司網(wǎng)站（www.shabidding.com，下同）注冊并在線(xiàn)領(lǐng)取《資格預審文件》。
　　All potential Applicants who are interested in participating in this Project can register and download the Prequalification Document through SITC Website(www.shabidding.com)from 9:00 April 17th,2023 to 16:00 April 24th,2023(Beijing Time,same hereinafter).
　　4.2
　　首次注冊的申請人需要登錄上海國際招標有限公司網(wǎng)站，進(jìn)行供應商注冊，獲取登錄名和密碼后，方可下載《資格預審文件》。已注冊的申請人可從網(wǎng)站采購公告欄的相應公告中進(jìn)入在線(xiàn)領(lǐng)取《資格預審文件》流程。征集代理不接受沒(méi)有在上海國際招標有限公司網(wǎng)站上注冊和沒(méi)有《資格預審文件》下載記錄的申請人提交的《申請文件》。如申請人為聯(lián)合體，則聯(lián)合體中任一成員進(jìn)行注冊并有《資格預審文件》下載記錄即可?！顿Y格預審文件》的獲取階段，無(wú)需明確聯(lián)合體組成。聯(lián)合體組成以提交的資格預審《申請文件》為準。但需要注意的是，聯(lián)合體各方不得再以自己名義單獨參與本次征集活動(dòng)，也不得同時(shí)加入參與本次征集活動(dòng)的其他聯(lián)合體，否則，相關(guān)《申請文件》均被否決。
　　Applicants who have never registered before shall create a Bidder Account on SITC Website firstly,and then download the Prequalification Document via the account.Registered Applicants can find and download the Prequalification Document by clicking the corresponding announcement on the purchase bulletin board of SITC Website.SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website.The Consortium application document shall be acceptable if any one of the members of the Consortium has registered and has download record of the prequalification document.

　　申請人成功領(lǐng)取《資格預審文件》并不意味著(zhù)其資格條件符合要求。申請人是否符合本公告第3條“合格申請人資格條件”由資格預審評審委員會(huì )判定。
　　An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project.Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the evaluation committee.

　　5.1
　　資格預審《申請文件》應以電子文件和紙質(zhì)文件的形式提交。提交截止時(shí)間為2023年5月5日09:30時(shí)，提交的時(shí)間以電子文件上傳成功的時(shí)間為準。除了在截止時(shí)間前成功上傳的《申請文件》外，未在截止時(shí)間前上傳或以其他形式提交的《申請文件》一律不被受理。
　　The Application Document shall be submitted in both Electronic Documents and Paper Documents.The submission deadline of Application Document is 9:30 May 5th,2023.The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted.Any late submission or submission in any other form will not be accepted.

　　電子文件包括全套正本《申請文件》的PDF掃描件和PPT文件。申請人應在上海國際招標有限公司網(wǎng)站本項目的領(lǐng)購頁(yè)面下，點(diǎn)擊“投標文件”按鈕后上傳資格預審《申請文件》的電子文件（請注意不要對壓縮文件進(jìn)行加密）。
　　The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file.Applicants shall submit Electronic Documents by clicking the“tender document”button on this Project’s webpage and uploading via on SITC website.(Please do not encrypt the uploaded compressed file.)

　　申請人應將紙質(zhì)《申請文件》2套（正本1套、副本1套），以專(zhuān)人送達或郵寄形式提交至上海市延安西路358號美麗園大廈14樓，收件人：陳喆仡，電話(huà)：32173672。
　　Applicant shall also submit two sets of paper Application Documents(one original and one copy)to the Solicitation Agent in person or by delivery.

　　當資格預審《申請文件》的電子文件與紙質(zhì)文件內容不一致時(shí)，以電子文件為準。
　　In case of any discrepancy between the Electronic document and the Paper Document,the Electronic Document shall prevail.

　　申請人提交了資格預審《申請文件》后，資格預審評審委員會(huì )將對申請人進(jìn)行綜合評審和比較，選擇3名申請人作為入圍的應征人。如申請人數量正好為3名，資格預審評審委員會(huì )將對申請人的綜合實(shí)力、主創(chuàng )設計師的資歷、設計團隊的人員配置等進(jìn)行是否符合項目要求的判定。如判定符合項目要求，3名申請人直接入圍。如判定符合要求的申請人不足3名，征集人保留重新組織資格預審的權利。如申請人少于3名，征集人同樣保留重新組織資格預審的權利。
　　After the submission deadline of Application Document,the evaluation committee will conduct a comprehensive review of all Applicants and select 3 Applicants as Shortlisted Applicants.If there are exactly 3 Applicants for each group,the evaluation committee will determine whether these Applicants meet the requirements of this Project by reviewing their comprehensive ability,the qualifications of the chief designers,and the staffing of the design teams,etc.If it is determined that all 3 Applicants have met the requirements,all 3 applicants will be directly shortlisted;if less than N Applicants are determined to have met the requirements,the Sponsor reserves the right to reorganize the Prequalification.If there are fewer than 3 Applicants,the Sponsor also reserves the right to reorganize the Prequalification.

　　7.1
　　入圍應征人在最終成果評審會(huì )結束，并經(jīng)最終成果評審委員會(huì )評定其方案符合方案征集設計任務(wù)書(shū)要求的，征集人將向優(yōu)勝的入圍應征人支付方案征集費人民幣170萬(wàn)元（含稅）；征集人將向未優(yōu)勝的入圍應征人支付方案征集費人民幣150萬(wàn)元（含稅）。優(yōu)勝的應征人根據征集人要求完成方案深化調整后，將另行獲得深化設計費人民幣200萬(wàn)元（含稅）。
　　The scheme review committee will review the final scheme of the Shortlisted Applicants.The Applicant winning the 1st prize will receive a scheme solicitation fee of RMB 1.7 million(tax included)and the other two Applicants will receive a scheme solicitation fee of RMB 1.5 million(tax included).After completing the deepening and adjustment of the plan according to the requirements of the collector,the winning Applicant will receive an additional deepening design fee of RMB 2 million(including tax).

　　如經(jīng)最終成果評審委員會(huì )評定，應征人的方案沒(méi)有達到方案征集設計任務(wù)書(shū)要求的，應由最終成果評審委員會(huì )單獨出具書(shū)面意見(jiàn)且有半數以上評委簽字，具體闡明不符合要求的設計內容以及扣款標準，征集人將根據該書(shū)面意見(jiàn)扣減直至不支付該應征人的方案征集費。
　　If the scheme review committee makes the decision that the design scheme failed to meet the requirements set in the Design Program,the scheme review committee shall provide written opinion to illuminate the specific unqualified design contents and the deduction result.More than half of the members of the committee must sign on it.The Sponsor is entitled to deduct a portion or all amount of the Design Fee according to the written opinion of the committee.

　　All Shortlisted Applicant has the copyright of all its Deliverables.The Intellectual Property Rights of the Deliverables submitted by the Shortlisted Applicant belongs to the Sponsor and Shortlisted Applicant upon full payment for the scheme solicitation fee according to Article 7.The Sponsor has the right to use,copy,revise and propaganda the Deliverables.Neither the Sponsor nor the Shortlisted Applicant has the right to use all or part of the scheme for projects other than this Project.

　　The Shortlisted Applicant shall ensure that its Deliverables does not and will not infringe the intellectual property rights(including but not limited to copyright and patent right)or proprietary technology or trade secrets of any other person within or outside China.The Shortlisted Applicant shall guarantee that if its Deliverables uses or contains the intellectual property rights,proprietary technology or trade secrets of any other person,the Shortlisted Applicant has obtained the legal,effective and sufficient authorization of the owner.The Shortlisted Applicant shall be liable for all legal responsibilities arising from its infringement of others'intellectual property rights,proprietary technology or trade secrets.

　　資格預審公告使用中文和英文書(shū)寫(xiě)。當中、英文兩種語(yǔ)言的意思表達不一致時(shí)，以中文為準。

　　申請人在資格預審《申請文件》中所列出的主創(chuàng )設計師須親自開(kāi)展本項目的設計工作，須參加項目啟動(dòng)會(huì )與現場(chǎng)踏勘，須進(jìn)行成果方案匯報。因此，請所列出的主創(chuàng )設計師根據征集活動(dòng)時(shí)間安排提前預留時(shí)間、做好準備。如因旅行限制原因，例如全球或區域流行病疫情等，主創(chuàng )設計師確實(shí)無(wú)法赴現場(chǎng)參會(huì )的，須在資格預審《申請文件》中進(jìn)行說(shuō)明，并承諾將通過(guò)視頻或電話(huà)會(huì )議的方式參會(huì )。所述情況將在資格預審評審時(shí)予以綜合考慮。
　　The chief designer listed in the Application Document must carry out the design work,attend the Kick-off Meeting,participate in Site Visit and present the Deliverables IN PERSON.Therefore,please make well preparation in advance according to the Schedule of Solicitation.If the chief designer is indeed unable to attend the meetings on site in the event of travel restrictions,an explanation should be made in the Application Document and attendance to meetings by video or telephone should be promised.It will be taken into consideration by the evaluation committee.
