(I)Project name:International Solicitation of Conceptual Design for the Foreign Language School of Wuhan Changjiang New Area(Tentative)

(II)Objective
面向全社會(huì )公開(kāi)征集武漢長(cháng)江新區外國語(yǔ)學(xué)校（暫用名）高品質(zhì)概念方案，設計方案需體現國際化、生態(tài)化、信息化、人文化的設計要求和對當代新型校園的思考，在建筑功能的設置上，需創(chuàng )新功能布局方式，同步考慮學(xué)校未來(lái)的發(fā)展模式，積極探索多樣的校園公共性場(chǎng)所及生活交流空間，旨在全力打造一個(gè)既滿(mǎn)足國際化教育需求，又提供學(xué)生人文關(guān)懷的新型共享校園空間。
This is a public solicitation of high-quality conceptual designs for the Foreign Language School of Wuhan Changjiang New Area(Tentative).The design should embody the features and demands on internationalization,ecology,informationization and humanistic spirit and the ideas of the contemporary schools.In the setting of architectural functions,the layout should be creative and innovative with the mode and orientation of school development to be taken into account.It is suggested to exploit the possibilities of public,living and communication spaces at campus towards the goal of setting an example of shared campus that caters to international education and offers humanistic care for students.

武漢長(cháng)江新區外國語(yǔ)學(xué)校（暫用名）項目地處湖北省武漢市長(cháng)江新區西南部，位于三環(huán)與四環(huán)之間，勝海大道東側，緊鄰武漢文理學(xué)院。
The Project-Foreign Language School of Wuhan Changjiang New Area(Tentative)is seated in the southwest of Changjiang New Area,Wuhan,Hubei,between the 3rd Ring Road and the 4th Ring Road,on the east side of Shenghai Avenue,and close to Wuhan University of Arts and Science.

(IV)Planning area
項目用地南臨鳳集路（規劃）、北臨江灣北路（規劃）、西臨勝海大道，用地面積約24.6公頃（以實(shí)測為準），其中完全中學(xué)用地約24.1公頃（以實(shí)測為準），公園綠地約0.5公頃（以實(shí)測為準）。用地內東側控制一條南北向10米寬公共通道。
The land for the Project is adjacent to Fengji Road(planning)on the south,North Jiangwan Road(planning)on the north,and Shenghai Avenue on the west,with a land area of about 24.6 hectares(subject to actual measurement data),including approximately 24.1 hectares totally for campus construction(subject to actual measurement data)and approximately 0.5 hectares of a park green space(subject to actual measurement data).There is a public passage measuring 10m in width lengthways in the east of the land.

(V)Current regional construction
項目用地內現狀以水田、林地等未建設用地為主，西側為武漢文理學(xué)院，東側為空地和部分白水湖村城鎮住宅，北側為未建設用地，南側為水田和林地。項目用地內有一條現狀臨時(shí)高壓走廊穿過(guò)地塊，后期將進(jìn)行遷改，設計中可不考慮。
The land to the Project is now mainly covered with paddy field and woodland,with Wuhan University of Arts and Science to the west,an open space and some urban houses in Baishuihu Village to the east,unbuilt land to the north and paddy field and woodland to the south.There is a temporary high-voltage corridor passing through the plot on the land,which will be relocated in the future and may not be a concern in the design.

項目用地西側緊鄰現狀勝海大道，道路紅線(xiàn)寬60m；北側為規劃江灣北路，道路紅線(xiàn)寬60m；南側為規劃鳳集路，道路紅線(xiàn)寬20m；用地內東側規劃控制一條10m寬公共通道。項目用地周邊規劃有軌道交通22號線(xiàn)及14號線(xiàn)。
On the west of the land for the Project is adjacent to Shenghai Avenue,with boundary line of 60m in width;on the north is North Jiangwan Road(planning),with boundary line of 60m in width;on the south is Fengji Road(planning),with the boundary line of 20m in width.A public passage measuring 10m in width lies in the east of the land.Around the land for the Project is close to the Metro Line 22(planning)and Line14(planning).

(VII)Requirements and demands
武漢長(cháng)江新區外國語(yǔ)學(xué)校（暫用名）辦學(xué)形式采取全寄宿學(xué)校，坐班教學(xué)。計劃辦學(xué)規模108個(gè)班，其中初中60個(gè)班，高中48個(gè)班，學(xué)生人數按平均每班50人計算總人數5400人。規劃總用地面積約24.6公頃，容積率不大于0.8。
The Foreign Language School of Wuhan Changjiang New Area(Tentative）is a full-time boarding schoolwith on-site duty accountability of faculty staff.It is planned to set 108 classes,including 60 classes for junior high school teaching and 48 classes for senior high school teaching.The total number of students is 5,400,with an average of 50 students per class.The planned land area is about 24.6 hectares in total,with the floor area ratio of no more than 0.8.

(VIII)Design objectives
1、充分體現武漢外國語(yǔ)校人文特質(zhì)及校園建筑風(fēng)格特質(zhì)和地域特征。
1.The humanistic culture,architectural style and regional characteristics of the school should be fully embodies and highlighted.
2、在尊重環(huán)境和場(chǎng)地的前提下，應按照開(kāi)放共享的原則合理規劃空間，并設置更多的公共空間促進(jìn)學(xué)科交流。
2.While safeguarding the environment,the space should be rationally planned in the principle of openness and sharing,and more public spaces should be set to promote the exchange of different disciplines.
3、結合學(xué)校的特色教學(xué)需求及辦學(xué)方向，充分發(fā)揮創(chuàng )造性，設計符合國際先進(jìn)的校園設計理念、立足現代化未來(lái)生態(tài)校園。
3.It is necessary to design a modern and future-oriented school with global advanced and innovative ideas in line with the requirements for school teaching and running.

報名要求
Registration requirements
?。ㄒ唬魅藨獮楹戏ㄗ缘姆ㄈ藢?shí)體或由合法注冊的法人實(shí)體組成的項目聯(lián)合體，并具備如下條件之一：
(I)The applicant shall be a legally registered entity or a consortium composed of legally registered entities,either of which shall have any of the following conditions:
1、中華人民共和國境內的設計機構須具有的建筑設計資質(zhì)為建筑行業(yè)（建筑工程）甲級或以上資質(zhì)；
1.The design institutions within the territory of the People's Republic of China shall be rated A or above with the qualification of construction industry(architectural engineering);
2、中華人民共和國境外的設計機構須具有所在國政府主管部門(mén)核發(fā)的企業(yè)注冊登記證明及所在國政府主管部門(mén)或者有關(guān)行業(yè)組織核發(fā)的設計許可證明；港澳臺設計機構的資格要求應參照境外設計機構資格要求的規定；
2.The design institutions out of the People's Republic of China shall have the corporate registration certificate issued by the competent government authority of the country at its location and the design license certificate issued by the competent government authority or relevant industry organization of the country at its location;the qualification requirements for the design institutions in Hong Kong,Macao and Taiwan shall refer to those for overseas design institutions;
?。ǘ┍敬握骷邮苈?lián)合體參與，聯(lián)合體牽頭單位與成員數量合計不超過(guò)3家，以聯(lián)合體形式參與的還需滿(mǎn)足如下條件：
(II)Consortia are allowable for this solicitation,and the number of leading unit and members of a consortium shall not be no more than three in total.A consortium shall also meet the following conditions:
1、聯(lián)合體各方必須簽訂聯(lián)合體協(xié)議書(shū)，明確聯(lián)合體牽頭單位和成員的權利義務(wù)；
1.All the members to the consortium shall sign a consortium agreement to clarify the rights and obligations of the leading unit and members of the consortium;
2、以聯(lián)合體形式參與征集的，聯(lián)合體各方不得再以自己名義單獨或加入其他聯(lián)合體參加本次征集活動(dòng)；
2.Any member to the consortium shall not file any application to the solicitation in its own name or by joining any other consortium;
?。ㄈ└鶕敬握骷椖刻攸c(diǎn)，為保證應征人對項目所在地文化和國內相關(guān)標準規范的準確理解，境外設計單位須與境內設計機構組成聯(lián)合體參與，并以境內設計機構作為聯(lián)合體牽頭單位；
(III)Given the features of the Project,to boost the applicants’understanding of the local culture and relevant domestic standards and requirements,overseas design institutions must form a consortium with domestic ones,of which a domestic institution shall be the leading unit.
?。ㄋ模┏?lián)合體的成員外，應征人之間不得存在直接控股、管理關(guān)系或者單位負責人為同一人的情形。
(IV)Except for the members of the consortium,there shall be no direct holding or management relationship between or among the applicants,or the person in charge of the applicants shall not be the same one.

征集流程
Procedures
本次方案征集按如下三個(gè)階段進(jìn)行：
The solicitation will be completed in three stages:
?。ㄒ唬┑谝浑A段為“資格預審”階段。
(I)Stage 1:Qualification preexamination
1、主辦單位發(fā)布征集公告。
1.The Organizers issue a solicitation announcement.
2、有意參加本次征集活動(dòng)的應征人可通過(guò)電子郵件進(jìn)行信息登記并提交簽署的《保密承諾函》，應征人信息登記資料應為蓋章或簽字的PDF掃描版（同時(shí)附上DOC格式），E-mail至郵箱cjxqfls 163.com，協(xié)辦單位收到并完成信息登記后，將《武漢長(cháng)江新區外國語(yǔ)學(xué)校（暫用名）概念方案國際征集大綱》（下文簡(jiǎn)稱(chēng)《征集大綱》）電子版文件發(fā)送給應征人。
2.Applicants intending to participate in this solicitation may register via email and submit the signed Non-disclosure Commitment.The applicant's information shall be scanned PDF file with seal or signature(also with DOC file attached),which shall be sent to cjxqfls 163.com.After receiving and completing the information filing,the co-organizer will send the electronic version of the International Solicitation Outline of Conceptual Design for the Foreign Language School of Wuhan Changjiang New Area(Tentative)(hereinafter referred to as Solicitation Outline)to the applicant.
3、《征集大綱》獲取時(shí)間：2023年3月2日至2023年3月11日17:00（中國北京時(shí)間）。
3.Time to acquire the Solicitation Outline:17:00,March 2,2023 to March 11,2023(Beijing Time,GMT+8)
4、應征人應按照《征集大綱》的要求編制資格預審申請文件，包括商務(wù)文件、技術(shù)文件和演示文件三個(gè)部分，并在遞交截止時(shí)間2023年3月27日12：00前（中國北京時(shí)間）將《資格預審申請文件》PDF掃描版發(fā)送至指定郵箱cjxqfls 163.com（收到資格預審申請文件的時(shí)間以上述指定郵箱收件箱顯示的收件時(shí)間為準）。
4.Applicants should prepare the Prequalification Application Documents under the Solicitation Outline,including Commercial Documents,Technical Documents and Demonstration Documents,and send the Prequalification Application Documents scanned PDF the designated mailbox cjxqfls 163.com before 12:00 on March 27,2023(Beijing Time)(the time of receipt is subject to the time given at the said mailbox).
5、主辦單位將組織對應征人遞交的資格預審申請文件進(jìn)行評審，選出8家設計機構入圍，入圍單位在得到確定入圍通知后，應按時(shí)提交《參與確認函》。
5.The Organizers will organize the review of the Prequalification Application Documents.Eight design institutions will be shortlisted and shall submit the Confirmation of Participation on time after receiving the notice of shortlisting.
?。ǘ┑诙A段為“方案競賽”階段。
(II)Stage 2:Design competition
1、主辦單位擬于2023年3月31日邀請入圍的設計機構來(lái)漢進(jìn)行現場(chǎng)答疑和現場(chǎng)踏勘等啟動(dòng)工作。
1.The Organizers plan to invite the shortlisted design institutions for on-site inquiry and survey in Wuhan on March 31,2023.
2、主辦單位和承辦單位擬于2023年4月18日，組織中期成果檢查，入圍的設計機構應派項目負責人進(jìn)行中期成果匯報。
2.The Organizers and Co-organizers plan to organize the mid-term results inspection on April 18,2023,for which the shortlisted institutions should send project leaders for reporting.
3、入圍的設計機構須于2023年5月4日17:00時(shí)前提交成果至主辦單位指定地點(diǎn)（具體地點(diǎn)另行通知）。主辦單位將舉辦專(zhuān)家評審會(huì )（具體時(shí)間地點(diǎn)另行通知），設計機構須派項目負責人或主創(chuàng )設計人員來(lái)漢匯報設計成果，方案經(jīng)專(zhuān)家評審，形成方案推薦排名，并報送主辦單位確定最終獲獎排名和方案整合深化機構。
3.The shortlisted institutions shall submit the results to the place(to be specified later)designated by the Organizers before 17:00 on May 4,2023.The Organizers will hold an expert review meeting(time and place to be notified later),on which the design institution shall send the project leader or chief designer to Wuhan for reporting.All the designs will be reviewed and ranked at the meeting,and then submitted to the Organizers for final award-winning ranking and determination of Design Integration Institution.
?。ㄈ┑谌A段為“方案整合及深化”階段。
(III)Design integration and detailing
方案整合深化機構確定后45個(gè)日歷天內，按專(zhuān)家評審意見(jiàn)、主辦單位及承辦單位要求吸收其他設計方案的優(yōu)點(diǎn)，進(jìn)行方案整合及深化形成初步成果，成果經(jīng)上報審查，應直至達到報規審批通過(guò)。同時(shí)方案整合深化機構將簽訂方案深化設計合同，開(kāi)展后續方案深化，盡快推進(jìn)項目建設。
Within 45 calendar days after the Design Integration Institution is determined,the advantages of other designs shall be absorbed based on the opinions from expert reviewed meeting and the requirements of the Organizer and Organizers for design integration and detailing to form preliminary result,which shall be submitted for review until it is approved.The Design Integration Institution will sign a design detailing agreement for design optimization to promote the project construction.

According to the final ranking:
排名第一的設計機構為方案整合深化機構，簽訂方案深化設計合同，合同額約為760萬(wàn)元。
The top design institution shall be the Design Integration Institution and sign a scheme integration agreement,with a contract amount of about RMB7.6 million.
給予排名第二的設計機構50萬(wàn)元人民幣的設計費，
The design institution ranking No.2 will be awarded a design fee of RMB500,000;
給予排名第三的設計機構50萬(wàn)元人民幣的設計費，
The design institution ranking No.3 will be awarded a design fee of RMB500,000;
給予排名第四的設計機構25萬(wàn)元人民幣的設計費，
The design institution ranking No.4 will be awarded a design fee of RMB250,000;
給予排名第五的設計機構25萬(wàn)元人民幣的設計費，
The design institution ranking No.5 will be awarded a design fee of RMB250,000;
給予排名第六的設計機構10萬(wàn)元人民幣的設計費，
The design institution ranking No.6 will be awarded a design fee of RMB100,000;
給予排名第七的設計機構10萬(wàn)元人民幣的設計費，
The design institution ranking No.7 will be awarded a design fee of RMB100,000;
給予排名第八的設計機構10萬(wàn)元人民幣的設計費。
The design institution ranking No.8 will be awarded a design fee of RMB100,000.

征集說(shuō)明

?。ㄒ唬┍敬握骷顒?dòng)設計費均以人民幣在境內支付，境外應征人無(wú)法收取人民幣的，必須授權國內合法獨立法人代收款項。
(I)All the design fees for the solicitation shall be paid in RMB in China.Any overseas applicant that is unable to receive the fee may authorize a domestic legitimate and independent legal person for receipt.
?。ǘ魅藢鞣桨赶碛惺鹈麢?，經(jīng)主辦單位許可后可通過(guò)傳播媒介、專(zhuān)業(yè)雜志、書(shū)刊或其他形式評價(jià)、展示其應征作品。主辦單位、承辦單位以及項目建設單位有權在本項目的設計中使用應征設計成果，主辦單位、承辦單位以及項目建設單位在本項目的方案調整綜合時(shí)可以全部或部分使用應征設計文件及設計成果，也可對其進(jìn)行修改，主辦單位、承辦單位以及項目建設單位還可對所有應征成果印刷、出版和展覽，可通過(guò)傳播媒介、專(zhuān)業(yè)雜志、書(shū)刊或其他形式評價(jià)、展示、宣傳應征設計成果。
(II)The applicant shall have the right of authorship to its design and may evaluate and display its design by means like media,professional magazines,books or otherwise after the written consent of the Organizers.The Organizers,Co-organizers and project construction unit have the right to use the submitted design results for the Project,and may use all or part of or modify the submitted design documents and results when adjusting the scheme of the Project.The Organizers,Co-organizer and project construction unit may also print,publish and exhibit all the submitted design results,and evaluate,display and publicize the submitted design results through media,professional magazines,books or otherwise.
?。ㄈ魅藨ＷC提交的應征設計文件及設計成果在中國境內以及境外沒(méi)有且不會(huì )侵犯任何其他人的知識產(chǎn)權（包括但不限于著(zhù)作權、專(zhuān)利權）或專(zhuān)有技術(shù)或商業(yè)秘密。應征人應保證，若其應征設計文件使用或包含任何其他人的知識產(chǎn)權或專(zhuān)有技術(shù)或商業(yè)秘密，應征人已經(jīng)獲得權利人的合法、有效、充分的授權。應征人因侵犯他人知識產(chǎn)權或專(zhuān)有技術(shù)或商業(yè)秘密所引起的全部賠償責任應由應征人承擔。
(III)The applicant shall ensure that the submitted design documents and results have or cause no infringement upon the intellectual property rights(including but not limited to copyright and patent right)or know-how or trade secrets of any other party within or out of China.The applicant shall ensure that if the design document submitted uses or contains the intellectual property rights or know-how or trade secrets of any other party,it has obtained the legal,effective and sufficient authorization from such party.The applicant shall bear all the liabilities for compensation arising from infringement on the intellectual property rights,know-how or trade secrets of any other party.
?。ㄋ模魅怂@設計費的稅金（含中國境內、外應繳納的各項稅費）和在整個(gè)過(guò)程中發(fā)生的一切費用均由應征人自理。
(IV)The tax to the design fee received by the applicant(including all the taxes and fees payable within and out of China)and all expenses incurred in the whole process shall be borne by the applicant.
?。ㄎ澹┍敬握骷顒?dòng)中的所有文件及往來(lái)信函均應使用中文或中英雙語(yǔ)，中英文內容如有出入以中文為準。
(V)All documents and correspondence in this solicitation shall be made in Chinese or both Chinese and English.In case of any discrepancy between Chinese and English version,the Chinese version shall prevail.
?。﹨⒓颖敬位顒?dòng)的應征人均被視為承認本公告的所有條款。
(VI)The applicant to the solicitation is deemed to have recognized all the terms and conditions under this announcement.

(VII)The Organizers reserve the right to interpret this solicitation and related documents.
?。ò耍┍敬握骷顒?dòng)本身及與本次活動(dòng)相關(guān)的文件所適用的法律和法規僅為中華人民共和國的法律和法規。
(VIII)This solicitation and documents on this solicitation shall be only governed by the laws and regulations of the People's Republic of China.
