一、項目概況Ⅰ. Project Overview
（一）項目背景
（I）Project Background高標準規劃建設寸灘國際新城，是全面貫徹落實(shí)習近平總書(shū)記對重慶提出的營(yíng)造良好政治生態(tài)，堅持“兩點(diǎn)”定位、“兩地”“兩高”目標，發(fā)揮“三個(gè)作用”和推動(dòng)成渝地區雙城經(jīng)濟圈建設等重要指示要求的具體舉措，是實(shí)施城市提升行動(dòng)計劃、推進(jìn)“兩江四岸”治理提升、建設國際消費中心城市和國際知名文化旅游目的地的重要內容。The planning and construction of Cuntan area with high standards is a practice to thoroughly implement instructions on Chongqing proposed by General Secretary Xi Jinping, insisting the positioning and goals of Chongqing as“dual geographic importance, twin goals and parallel progress”, Chongqing’s “three roles” and promotion for the construction of Chengdu-Chongqing Economic Circle. In addition, it is an important part for the implementation of action plan of the urban improvement, for the promotion of the governance improvement of "Two Rivers and Four Banks", and for the construction of an international consumption center city and a global renowned cultural tourism destination.寸灘國際新城規劃面積6平方公里，按照市委、市政府統一部署，堅持“世界眼光、國際標準、重慶特色”，著(zhù)力建設成為國際消費集聚區和國際消費中心城市核心承載地、城市形態(tài)展示新高地、對外開(kāi)放新窗口。寸灘國際新城保稅經(jīng)濟區集聚國際消費、現代服務(wù)、國際交往的高端功能，助力寸灘國際新城建設成為國際化、綠色化、智能化、人文化現代城市示范區、“山水之城·美麗之地”的城市名片展示區、現代服務(wù)業(yè)高質(zhì)量發(fā)展樣板區，形成主城核心區“兩江四岸”產(chǎn)業(yè)能級提升的重要增長(cháng)極。Cuntan International New City, with a planned area of 6 square kilometers, adheres to the main principle of "world vision, international standards and Chongqing characteristics" that came up by the Municipal government, and strives to become an international consumption center city, a new highland for city image and a new window for opening to the outside world. Forming an important growth pole for upgrading industrial energy level of “two rivers and four banks” in the core area of the main city.本次國際征集旨在面向全球公開(kāi)征集最能體現寸灘國際新城保稅經(jīng)濟區定位與特色，同時(shí)綜合考慮具有落地性、兼顧建設成本的城市設計方案。為鼓勵國內外優(yōu)秀機構積極參與，為寸灘國際新城保稅經(jīng)濟區發(fā)展出謀劃策，本次征集預計投入900萬(wàn)元。The international solicitation aims to solicit practical urban design schemes that can best reflect the characteristics of the International Commercial Zone of Cuntan International New City. 寸灘國際新城保稅經(jīng)濟區城市設計項目區位圖Site Location and Design Scope
本次城市設計方案國際征集總體城市設計范圍分為四個(gè)地塊，總面積約127公頃（1904畝）。運用城市設計方法，整體統籌、協(xié)調各類(lèi)空間資源的布局與利用，合理組織開(kāi)放空間體系與特色景觀(guān)風(fēng)貌系統，提升城市空間品質(zhì)與活力。具體地塊信息如下：
A地塊東臨何白路，南抵海爾路，占地面積約64.12公頃（961.75畝）；
B地塊位于渝懷線(xiàn)/渝利鐵路南側，占地面積約21.05公頃（315.76畝）；
C地塊南臨滬渝高速，東接何白路，占地面積約28.70公頃（430.53畝）；
D地塊西臨何白路，南臨滬渝高速，占地面積約13.12公頃（196.79畝）。

其中重點(diǎn)城市設計范圍為A地塊，用地面積約64.12公頃（961.75畝）。通過(guò)精細化設計手段，打造具有更高品質(zhì)的國際化城市區域。結合不同片區功能提出建筑體量、界面、風(fēng)格、色彩、第五立面、天際線(xiàn)等要素的設計原則，塑造凸顯地域特色的城市風(fēng)貌；從人的體驗和需求出發(fā)，深化研究各類(lèi)公共空間的規模尺度與空間形態(tài)，營(yíng)造以人為本、充滿(mǎn)魅力的景觀(guān)環(huán)境。The key area design scope of this project is Plot A, with a land area of about 64.12 h. Considering the different district functions and the design principles, suggest building volume, facade, architectural style, color, fifth elevation, skyline and other elements to create a prominent regional features of the city;Based on people's experience and needs to create a human-oriented landscape environment that is full of charm.項目總可開(kāi)發(fā)建筑體量約為150萬(wàn)㎡，其中A地塊約104萬(wàn)㎡，C、D地塊體量約45.6萬(wàn)㎡。（現有控規數據，設計單位可根據設計主題提出增加或減少開(kāi)發(fā)建筑體量的合理化建議）The total building volume of the project is about 1.5 million ㎡, including 1.04 million ㎡ for Plot A and 456,000 ㎡ for Plot C and D. （According to the existing regulatory detailed planning, the applicant can put forward reasonable suggestions to increase or reduce the development building volume according to the design theme).（四）設計內容（Ⅳ）Design Content本次征集旨應充分考慮寸灘片區現階段功能、交通及用地特征，圍繞寸灘國際新城保稅經(jīng)濟區發(fā)展定位，遵循“ 以人為本〞的設計原則，提倡綠色建筑、生態(tài)建筑和節能建筑的理念，突出國際化、智能化、人文化。通過(guò)精細化城市設計，協(xié)調寸灘國際新城保稅經(jīng)濟區和城市整體之間的空間形態(tài)、交通組織及環(huán)境景觀(guān)等方面的關(guān)系，挖掘地域文化內涵，高品質(zhì)塑造國際商務(wù)中心和國際活力區，推動(dòng)片區高起點(diǎn)規劃、高水平建設、高質(zhì)量發(fā)展，打造寸灘中心、未來(lái)之城。Solicitation of Urban Design for the Cuntan International Commercial Zone aims to openly collect the most creative and practical urban design schemes that can best reflect the characteristics of Cuntan.The design of the project should fully consider the current function, traffic and land use characteristics of Cuntan District, and focus on the development orientation of theInternational Commercial Zone, follow the design principle of "people-oriented" advocates the concept of green buildings, ecological buildings and energy-saving buildings, highlighting intelligence, humanity, individuality, freedom and efficiency. 充分統籌考慮A、B、C、D四個(gè)地塊的功能布局及地塊間的空間聯(lián)系。合理有序規劃寫(xiě)字樓（其中含地標辦公建筑）、商業(yè)配套、居住、酒店、會(huì )議中心、全民活動(dòng)中心、圖書(shū)館、公園等功能設施。- Functional layout and spatial structure
The functional layout of the four plots A, B, C and D as well as the spatial connection among them should be fully considered. Reasonable planning of office buildings, commercial facilities, apartments，hotel, conference center, civic center, library, park and other functional facilities.- 城市風(fēng)貌與天際線(xiàn)
因地制宜結合區域整體山水格局，合理處理城市與自然要素的空間關(guān)系，結合地塊功能業(yè)態(tài)研究建筑外立面，塑造優(yōu)美的城市整體形象，研究城市天際線(xiàn)及建筑形態(tài)。重點(diǎn)研究場(chǎng)地內面向未來(lái)的地標性建筑的形象塑造、對外昭示性等方面。- City feature and skyline

This project should take full account of the site topographic elevation difference, urban ecology, public space. Meanwhile, regional culture and local customs should be considered in the scheme, and open space system should be arranged as a whole.- 地上地下交通組織體系
一體化考慮地上人行系統與地下交通組織與連通。充分考慮地形特點(diǎn)，著(zhù)重考慮地下交通系統，構建地面行人友好型的交通出行環(huán)境。設計方案應統籌考慮對外交通的可達性，內部慢行系統組織。- Organization system of above-ground and underground transportation

（一）征集程序與日程安排（Ⅰ） Solicitation Procedures and Schedule

（Ⅱ） Solicitation Rules
本次城市設計采取公開(kāi)征集的方式，分為兩個(gè)階段進(jìn)行，第一階段為資格預審階段；第二階段為概念方案競賽階段。
The solicitation adopts the method of open solicitation with three stages, namely Pre-qualification, Conceptual design competition phase.1.資格預審階段
(1)每個(gè)參賽的申請人需提供1個(gè)概念技術(shù)提案（僅需提供1個(gè)）；
(2)資格預審評委會(huì )由5名專(zhuān)家代表組成；
(3)資格預審評委會(huì )將對參賽申請人的報名文件及概念技術(shù)提案進(jìn)行綜合評審（暗標），擇優(yōu)選定6個(gè)無(wú)排序的入圍團隊及2個(gè)有排序的備選團隊。1.Pre-qualification
(1) Each applicant (consortium) shall submit only 1 concept proposal.
(2) The Pre-qualification Review Committee is comprised of 5 experts.
(3) The Pre-qualification Review Committee shall review the application materials such as the concept proposal (closed bid), and Credit Documents of applicants (consortiums). The Pre-qualification Review Committee shall select 6 shortlisted applicants without ranking to enter the next stage through open ballot (elimination round by round). 2 alternative applicants with ranking also will be determined.2. 概念方案競賽階段(1)策劃組織單位向確認參與方案設計的入圍團隊發(fā)送第二階段設計基礎資料，并組織實(shí)地踏勘，入圍團隊需派項目負責人、主創(chuàng )設計師及主要設計人員出席踏勘；(2)入圍團隊按相關(guān)規定及設計任務(wù)書(shū)要求，提交城市設計方案成果文件（暗標），每個(gè)入圍團隊需提供1個(gè)概念方案（僅需提供1個(gè)）;(3)方案評審委員會(huì )由7名專(zhuān)家組成；(4)方案評審委員會(huì )將對6位入圍團隊提交的概念方案設計成果進(jìn)行詳細審閱，充分討論，通過(guò)記名投票、逐輪票決的方式，擇優(yōu)選定本次方案征集的一等獎（1名）、二等獎（1名）、優(yōu)秀獎（3名）、入圍獎（1名）。
2.Schematic Design(1)The Co-organizer will release basic design materials to shortlisted applicants(consortiums) and organize a site survey and Q&A session. The project leader, chief architects, and major team members of each shortlisted applicant shall attend the site survey and Q&A session.(2) The shortlisted applicants (consortiums) shall submit urban design deliverables according to the requirements of the Design Brief and relevant materials. Each applicant shall submit only 1 design scheme.(3) The Scheme Review Committee is comprised of 7 experts.(4) The Scheme Review Committee shall review the design deliverables in an anonymous format carefully and conduct a full discussion. The Scheme Review Committee will determine 1 First Prize Winner, 1 Second Prize Winner, 3 Third Prize Winner, and 1 Nomination Award.
三、報名要求Ⅲ. Application Requirements
（一）基本要求（I）Basic Requirements1.參賽申請人須是國內外合法注冊的獨立法人企業(yè)或機構；法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人、母公司、全資子公司及其控股公司，視為同一申請人，不可同時(shí)報名。
2.不接受個(gè)人或個(gè)人組合的報名。
3.接受聯(lián)合體參賽，聯(lián)合體成員數量不超過(guò)3家。聯(lián)合體各方需簽署具有法律效力的《聯(lián)合體協(xié)議》，并明確牽頭單位、各方工作內容及工作量分配等。聯(lián)合體各方不得再單獨或以其他名義與其他企業(yè)或機構組成其他聯(lián)合體報名。1.Applicants shall be corporate enterprises or institutions legally registered at home or abroad. Two or more legal entities, parent companies, wholly owned subsidiaries and their holding companies with the same person acting as legal representative are regarded as the same applicant who shall not apply for the same project at the same time.
2. Individual or team of individuals are not accepted.
3.Consortium with no more than 3 members is accepted . Consortium members shall sign the Consortium Agreement legally and specify the leading member and work distribution. Each member in the consortium shall not apply for the solicitation alone or join another consortium in other names with other enterprises or institutions.
（二）資質(zhì)及業(yè)績(jì)要求（II）Qualification and Performance Requirements
1. 申請單位（含聯(lián)合體）不設資質(zhì)要求There is no qualification requirement for application.2. 申請單位（含聯(lián)合體）要求在2018年3月1日后擁有2項以上（含2項）對標城市設計業(yè)績(jì)。
The applicant (including the consortium) is required to have more than 2 (including 2) benchmarking urban design achievements after March 1, 2018.3. 主創(chuàng )設計師須由在2018年3月1日后主持過(guò)1項以上（含1項）對標項目（城市重點(diǎn)片區的城市設計）的設計師擔任。
The designer-in-chief is required to have more than 1 (including 1) benchmarking urban design achievements (key urban development area) after March 1, 2018.（三）申請單位要求（Ⅲ）Requirements Of Applicant (including consortium)
主創(chuàng )設計師須直接參與負責本項目，參與本次方案征集全過(guò)程，包括但不限于出席踏勘答疑會(huì )及方案匯報等。如發(fā)現主創(chuàng )設計師與資格預審報名文件所提交人員不符，主辦單位有權取消該團隊的參賽資格。為保證設計人員對本次方案征集的背景和相關(guān)要求有準確理解，主要設計人員中應至少有一名以漢語(yǔ)為母語(yǔ)的成員。The project leader and chief designer must directly participate in the project and the whole process of the scheme collection, including but not limited to attending the survey Q&A meeting and the scheme report. 紙質(zhì)版編制規格及數量：A4規格豎版，1式 6份，雙面彩色打印，軟皮簡(jiǎn)裝（推薦膠裝），具體模板詳見(jiàn)附件。報名文件包含內容依次如下：
①報名文件封皮，詳見(jiàn)附件——報名文件封皮；
②征集報名函，詳見(jiàn)附件——征集報名表。需在表后提供營(yíng)業(yè)執照或有效機構注冊文件（如為聯(lián)合體，各成員需分別提供）、資質(zhì)證書(shū)文件、法定代表人身份證掃描件。法定代表人若為外籍，可附護照掃描件。
③聯(lián)合體協(xié)議書(shū)（若需），詳見(jiàn)附件——聯(lián)合體協(xié)議書(shū)；
④申請單位對標項目業(yè)績(jì)：需提供單位近五年內（2018年3月1日以后）城市設計對標業(yè)績(jì)，詳見(jiàn)附件——申請單位對標項目業(yè)績(jì)表；
⑤擬派主創(chuàng )設計師情況及業(yè)績(jì)：項目主創(chuàng )設計師近五年內（2018年3月1日以后）城市設計相關(guān)業(yè)績(jì)（蓋章的設計成果扉頁(yè)或獲獎證書(shū)），詳見(jiàn)附件——主創(chuàng )設計師對標項目業(yè)績(jì)表；
⑥團隊主要設計人員構成表：參與本次投標的設計人員應為其所屬申請單位（含聯(lián)合體）的在冊人員，詳見(jiàn)附件——團隊主要設計人員構成表；
⑦征信承諾函：聯(lián)合體各方需各自填寫(xiě)，并加蓋公章和簽字。所有報名參賽申請人必須具有良好的商業(yè)信譽(yù)及財務(wù)狀況，參賽申請人無(wú)須提供證明材料，但主辦單位如有疑問(wèn)，有權在方案征集過(guò)程中要求查驗相關(guān)材料。凡經(jīng)查詢(xún)有失信記錄、被列入受懲黑名單或財務(wù)狀況處于被接管、凍結、破產(chǎn)狀態(tài)的，將被取消參賽資格。（1）Registration Document

All applicants for entry must have good business reputation and sound financial status. The applicants need not provide proof materials. However, the guiding unit, the organizer has the right to ask for relevant materials to be checked during the scheme collection process if there is any doubt about that. Those will be disqualified with a record of dishonesty, blacklisted or in the financial state of receivership, freeze or bankruptcy.（2）概念技術(shù)提案①概念技術(shù)提案文本（暗標）：概念技術(shù)提案可采用多種形式表達設計核心意圖與想法，主要內容包含但不限于背景解讀、場(chǎng)地分析、具有參考價(jià)值的案例研究、設計理念及技術(shù)路線(xiàn)、定位及策略、空間結構及功能布局，概念平面圖、對標志性建筑的設計思考及能表達概念技術(shù)提案特點(diǎn)的內容。
紙質(zhì)版編制規格：A3橫板規格，封面需標注“寸灘國際新城保稅經(jīng)濟區城市設計概念技術(shù)提案”、和“正/副本”。不超過(guò)10頁(yè)（不含封面封底及扉頁(yè)），建議單面彩色打印，膠裝，軟皮封面。提供1套正本及5套副本，并確保正本與副本內容完全一致，如出現不一致，以正本為準。
②概念技術(shù)提案展板（暗標）：包括但不限于空間結構、功能布局、概念平面圖等。
編制規格：A0豎版規格，2張，KT裱板，黑色包邊，于右下角使用阿拉伯數字編號“1“、”2“（閱讀順序）。
（2）Concept proposal1)Concept Proposal – Booklet（closed bid）：
Conceptual proposal can express the core intention and idea of design in various forms, including but not limited to background interpretation, site analysis, reference cases，design concept and technical route, positioning and strategy, spatial structure and functional layout, conceptual plan, Ideas of the landmark building RCEP central building (including office buildings, shopping malls and hotels) and Content that can express the characteristics of the concept proposal.Specifications and Quantity of Credit Documents (inpaper form)：
A3 horizontal plate specification, the cover should be marked with "Chongqing Cuntan Activity Zone Urban Design Concept Proposal", and "original/copy". No more than 10 pages (excluding the front cover, back cover and title page). It is recommended to print single-sided color, glue binding and soft leather cover.Provide 1 set of original and 5 sets of copies, and ensure that the contents of the original and the copies are completely consistent. In case of any inconsistency, the original shall prevail.2)Concept Proposal - Presentation Boards（closed bid）：

Ⅴ. Design Compensation Fee
（一）獎金設置（I） Solicitation Bonus
資格預審入圍團隊，其設計成果經(jīng)評選委員會(huì )及主辦單位認定為滿(mǎn)足本次方案征集設計要求的，將獲得獎金如下：
For each shortlisted applicant (consortium), if the deliverables are determined by the Scheme Review Committee and the host as reaching the standards of the solicitation, the corresponding bonus will be paid as follows:一等獎1名，將獲得深化合同，合同金額為380萬(wàn)元人民幣（含稅）。
二等獎1名，將獲得獎金100萬(wàn)元人民幣（含稅）。
優(yōu)秀獎3名，將獲得獎金80萬(wàn)元人民幣（含稅）。
入圍獎1名，無(wú)設計補償。1 First Prize Winner, to be awarded with RMB 3,800,000 (tax inclusive).
1 Second Prize Winner, to be awarded with RMB 1,000,000 (tax inclusive).

In order to ensure the quality of the project and the contract process, if a shortlisted applicant does not have a class-A qualification in urban design.an additional (only one) consortium member with the above qualification shall be confirmed before signing the urban design contract. Shortlisted applicants (consortiums) with above design qualifications are not allowed to add or change consortium members. The original independent applicant or original leading member of the consortium must remain the leading role in the new consortium.（二）獎金支付（II）Bonus Payment
本次方案征集二等獎、優(yōu)秀獎獲得單位（含聯(lián)合體）在中標公示結束（且沒(méi)有異議）后，分別與重慶保稅港區開(kāi)發(fā)管理集團有限公司簽訂設計方案補償協(xié)議，辦理設計補償費相關(guān)支付手續。The winning units (including the consortium) of the second prize, the third prize and the excellent prize in this scheme solicitation will sign the design scheme compensation agreement with Chongqing Intenational Commercial Zone development & management group co., ltd respectively after the completion of the bid announcement (and no objection), and handle the relevant payment procedures for the design compensation fee.
Ⅵ. Miscellaneous Clause
1.申請單位（含聯(lián)合體）需保證所有報名材料真實(shí)、合法和有效，并承擔相關(guān)法律責任。2.申請單位（含聯(lián)合體）提交的報名文件與設計成果文件若不滿(mǎn)足征集文件要求則視為無(wú)效投標。3.所有參加本次投標的申請單位在投標期間的一切費用均由申請單位自理。4.本次征集活動(dòng)一等獎、二等獎、優(yōu)秀獎獲獎機構提交的設計成果的知識產(chǎn)權歸重慶保稅港區開(kāi)發(fā)管理集團有限公司，其他任何單位和個(gè)人未經(jīng)授權不能擅自使用設計成果進(jìn)行商業(yè)活動(dòng)。5.該公告涉及的設計要求以設計任務(wù)書(shū)為準。 6.入圍或征集結果確定后，主辦單位、策劃組織單位均不對未入圍或未中選團隊就評審過(guò)程以及未能勝出的原因做任何解釋?zhuān)瑫r(shí)亦不退還設計成果文件。參賽申請人不得向評委會(huì )成員或其他有關(guān)人員索問(wèn)評審過(guò)程的情況和材料。7.以上公告若中文與英文不一致，最終以中文為主。8.該公告涉及時(shí)間均以北京時(shí)間為準。1. 6. After the finalists or the solicitation results are determined, the host and the organizer will not explain the evaluation process and the reasons for the failure of the teams that are not shortlisted or selected, and will not return the design outcome documents.
