　　1、項目概況Project Overview
　　本項目所在的廣東省深圳市南山區后海中心區，是粵港澳大灣區東岸創新走廊重要節點、深圳灣濱海岸線上的復合公共中心，其南臨香港、北靠高新園、東連福田CBD、西接前海，以現代金融、高端商務、新型消費、科技服務為核心產業，已有眾多知名企業如阿里巴巴、小米國際、華潤等入駐，享有創新企業總部圈層、現代商貿商圈匯聚、城市配套設施成熟三大優勢，定位為后海金融商務總部基地，是綜合文化、商業、辦公一體的多元化濱海商務休閑區和復合公共中心。Located in the Houhai Central District,Nanshan District,Shenzhen,Guangdong Province,the project sits at a critical node of the Eastern Innovation Corridor in the Greater Bay Area and serves as an integrated public hub along the Shenzhen Bay coastal zone.It is adjacent to Hong Kong(south),the High-Tech Park(north),Futian CBD(east),and Qianhai(west).The area focuses on modern finance,high-end commerce,innovative consumption,and technology services.Numerous renowned enterprises,such as Alibaba,ByteDance,Xiaomi Global,and China Resources,have established operations here.The Houhai Headquarters Base leverages three key advantages:a cluster of innovative corporate headquarters,a convergence of modern commercial districts,and mature urban infrastructure—the district is positioned as the Houhai Financial and Business Headquarters Base,a diversified coastal business and leisure hub integrating culture,commerce,and office functions.

　　本次競賽設計范圍為四塊宗地，用地性質為商業用地和公共綠地，具體指標以最終批復的建設用地規劃許可證為準。
　　The design scope of the competition covers 4 land parcels zoned as commercial land and public green space.Specific technical indicator shall comply with the final approved Land Use Planning Permit.

　　2、設計內容Content of Design
　　本次競賽內容為深圳后海中心區K項目地塊級城市設計研究及建筑方案設計。如作為實施方案，中選單位設計工作服務范圍應包括：建筑方案及建筑、幕墻、景觀、泛光專業做到初步設計深度（含平面、立面、剖面、節點大樣等），需滿足專項設計單位和政府報建的意見要求，確保其可實施性。同時，需對施工圖設計配合及施工過程配合、提供設計技術交底等工作，并需配合其他專業專項設計等工作（包括但不限于以下內容：園林景觀設計、燈光設計、標識系統設計、幕墻設計、室內二次裝修設計等）及競賽設計任務書（含設計合同，下同）規定的其他工作內容。The content of this competition is the site-level urban design study and architectural scheme design for the Shenzhen Houhai Central District Project K.If adopted as the implementation scheme,the scope of design service of the winner includes:Architectural Scheme Design and Architectural,Curtain Wall,Landscape,Flood Lighting Design shall develop to the preliminary design depth(including plans,elevations,sections,technical details,etc),which must compliance with the requirements of specialized design teams and the construction application for the government to ensure feasibility.Additionally,coordination with civil construction drawing design,construction process,provision of technical disclosure,and collaboration with other specialized design works(including but not limited to:landscape design,lighting design,signage system design,curtain wall design,interior renovation design,etc.)and other work contents stipulated in the Design Brief(including the design contract,hereinafter the same)are required.
　?。?）本次競賽將采用公開報名資格預審的方式。凡具有類似相關業績的設計單位均可報名參加。境內外具有相關設計經驗的獨立注冊具有法人資格的設計機構均可報名參加，在報名階段不設資質限制，不接受個人及個人組合的報名；
　　The competition will adopt an open application method with pre-qualification.Design agencies that have similar and relevant project experience are eligible to apply.Independently registered design agencies with legal entity status and relevant design experience,both domestic and international,are eligible to apply.No qualification restrictions apply during the application stage.Individuals or individual combinations are not accepted；
　?。?）本次競賽接受設計機構組成設計聯合體參賽，聯合體數量不超過2家；
　　Consortiums are accepted in this competition.A consortium shall comprise no more than two members;
　?。?）參賽單位在近5年（競賽公告發布之日，以合同簽訂時間為準，建成或在建）至少具有1個類似總部大樓設計經驗；
　　Contestants must have at least 1 headquarters building design project of similar scale and complexity completed or ongoing within the past 5 years(calculated from the tender announcement date,based on contract signing dates);
　?。?）參與本次競賽的設計人員應為該設計機構的在冊人員。主創設計師須由主持過多個同類型項目的人員擔任，必須參與競賽全過程設計工作，且須按評審要求匯報方案。為了保證項目設計人員對中國地區背景和相關要求的準確理解，項目設計人員中應至少有一名通曉漢語的人士；
　　All participating designers must be registered personnel of the competing design agencies.The chief designer shall have led multiple projects of the same type and must oversee the entire design process of the competition.The chief designer is also required to make scheme presentation as per review requirements.To ensure accurate understanding of regional context and requirements in China,at least one team member must be proficient in Chinese;
　?。?）報名的設計單位根據競賽文件要求提供資格預審申請文件及概念提案（具體要求詳見六、資格預審申請文件的要求）。
　　Applied design agencies shall submit pre-qualification application documents and a conceptual proposal as specified in the competition documents(see Section VI:Requirements for Pre-Qualification Application Documents).
　　本次競賽工作分為三個階段進行：第一階段為報名及資格預審階段；第二階段為設計競賽階段；第三階段為確定優勝單位階段。
　　This competition is divided into three stages:1st stage is Application and Pre-qualification Stage;2nd Stage is Design Competition Stage;3rd stage is Winning Award Stage.
　　第一階段－報名及資格預審階段：資格預審委員會對公開報名的設計機構與主創業績、擬投入項目的團隊、概念提案等資料進行評審，采用記名投票、逐輪淘汰的方法評選出前5家入圍參賽單位進入第二階段，同時，需評選出2家備選單位（須排序）。如入圍的5家參賽單位有退出第二階段的，則備選單位依序替補。
　　1st Stage-Application and Pre-qualification Stage：The Pre-Qualification Committee shall evaluate the applied design agencies based on their core project experience,proposed project team,and conceptual proposal.Using roll-call voting and round-by-round elimination,the committee shall select the top 5 shortlisted contestants to advance to Stage II.Additionally,2 alternate contestants
　　(ranked in order)shall be selected.If any of the 5 shortlisted contestants withdraw from Stage II,the alternate contestants shall replace them sequentially.
　　第二階段－設計競賽階段：入圍參賽單位須提交符合競賽設計任務書要求的成果文件，方案評審委員對提交的成果文件進行評審，采用記名投票、逐輪淘汰的方法，評選前三名（須排序）優勝候選單位進入第三階段。方案評審委員會須對前三名優勝候選方案提出評審意見及優化建議。
　　2nd Stage-Design Competition Stage:Shortlisted contestants shall submit deliverables that comply with the requirements in the Design Brief.The scheme review committee will review the submitted deliverables,using roll-call voting and round-by-round elimination to rank the top 3 winning candidates to advance to 3rd stage(ranking required).The committee shall provide evaluation and optimization suggestions for the top 3 schemes.
　　第三階段－確定優勝單位階段：主辦方在充分尊重評審委員專業評審結果的基礎上，綜合考慮方案評審的排序、商務報價文件、造價、工期、技術等因素，在優勝候選單位中確定優勝單位。
　　3rd Stage-Winning Award Stage:Based on the full respect on the professional review result of the review committee,the Host will determine the winner of the competition among the winning candidates by comprehensively considering factors such as ranking of the scheme review,the commercial quotation document,cost,duration,and technique.
　　☆所有時間均以北京時間為準，主辦方保留因業主經營或政府工作安排調整日程安排的權利。如有變動，將提前7天通知。
　　☆All the time mentioned is Beijing time.The Host reserves the right to adjust the schedule.Any change will be notified three days in advance.
　　本次競賽評選出前三名優勝候選方案，每家單位分別獲得獎金人民幣100萬元，未進入前三名的兩家入圍單位遞交的成果符合競賽文件要求將分別獲得相應獎金人民幣80萬元。獎金將在方案優勝結果公布后開始辦理支付手續。
　　Three shortlisted candidate schemes shall be selected through this competition.Every shortlisted candidates shall each receive the bonus of 1 million RMB.The two shortlisted contestants that fail to rank top 3,whose submissions comply with the competition documentation requirements,will also receive corresponding design compensation fees of 800,000 RMB.The payment procedure of the design compensation will start after the announcement of the winner.優勝方案如作為實施方案，優勝單位將與主辦方簽訂《建筑方案設計合同》。如優勝單位放棄優勝資格、或與主辦方在商務談判中未達成一致等無法簽訂合同的、或非因不可抗力不能履行合同、或被查實存在影響優勝結果的違法行為等不符合優勝條件的，主辦方可以與另兩名優勝候選單位進行合同談判，以簽訂后續設計合同，對于簽訂合同的優勝單位不再支付獎金。The winning scheme if adopted as the implementation scheme,the competition winner will sign Architectural Design Contract with the Host.If the winner gives up the award qualification,fails to reach agreement with the Host during the commercial negotiation and is unable to sign the contract,or doesn't conform to the winning award conditions due to such situations as being unable to fulfill the contract due to non-force majeure and having violations that affects the winning award result,the Host may negotiate with the other two winning candidates to finalize and sign the design contract.For the winning contestant that sign the contract,bonus is not applicable.
　　入圍參賽單位依據建筑方案及競賽文件進行報價，具體內容包括：建筑方案及建筑、幕墻、景觀、泛光專業做到初步設計深度（含平面、立面、剖面、節點大樣等），需滿足專項設計單位和政府報建的意見要求，確保其可實施性。同時，需對土建施工圖設計配合及施工過程配合、提供設計技術交底等工作，并需配合其他專業專項設計等工作（包括但不限于以下內容：園林景觀設計、燈光設計、標識系統設計、幕墻設計、室內二次裝修設計等）及競賽設計任務書（含設計合同，下同）規定的其他工作內容，最終以設計合同內容為準。
　　Shortlisted contestants shall submit quotations based on the architectural scheme and competition document,including:Architectural Scheme Design and Architectural,Curtain Wall,Landscape,Flood Lighting Design shall develop to the preliminary design depth(including plans,elevations,sections,technical details,etc)，which must compliance with the requirements of specialized design teams and the construction application for the government to ensure feasibility.Additionally,coordination with civil construction drawing design,construction process,provision of technical disclosure,and collaboration with other specialized design works(including but not limited to:landscape design,lighting design,signage system design,curtain wall design,interior renovation design,etc.)and other work contents stipulated in the Design Brief(including the design contract,hereinafter the same)are required.
