　　玉龍片區位于清水河總部新城西側，已納入筍崗-清水河重點(diǎn)區域范圍；玉龍填埋場(chǎng)環(huán)境修復項目納入市重大項目。此次羅湖發(fā)起玉龍片區概念規劃和城市設計國際咨詢(xún)工作，旨在向全球優(yōu)秀設計機構征集最具創(chuàng )意的城市設計理念和先進(jìn)的規劃設計方案，指導片區高起點(diǎn)規劃、高質(zhì)量開(kāi)發(fā)、高標準建設。
　　玉龍片區未來(lái)將成為清水河總部新城的核心拓展區和開(kāi)發(fā)主戰場(chǎng)，聯(lián)動(dòng)周邊區域聚焦“科技研發(fā)+總部經(jīng)濟+創(chuàng )新應用”，打造高質(zhì)量的生產(chǎn)、生活、生態(tài)融合的總部企業(yè)園區。

　　連片土地提供了充足的產(chǎn)業(yè)空間。預計五年內釋放產(chǎn)業(yè)空間103.8萬(wàn)平方米；遠期釋放產(chǎn)業(yè)空間279.7萬(wàn)平方米。
　　片區交通樞紐優(yōu)勢明顯。有地鐵14號線(xiàn)（建成）、17號線(xiàn)（規劃）、25號線(xiàn)（規劃）和深汕高鐵（在建）等4條軌道交通；已完成紅崗路改擴建、玉平大道南延通道交通詳細規劃方案研究；未來(lái)五年將新增或改造道路21條，總長(cháng)22.9千米。
　　片區自身生態(tài)環(huán)境優(yōu)越。背靠銀湖山郊野公園，面朝紅崗公園，被銀湖山三面環(huán)繞，有著(zhù)“一園、一河、一山、一庫”的生態(tài)基底。玉龍填埋場(chǎng)完成環(huán)境修復后，連同玉龍新村棚改用地，將釋放約30萬(wàn)平方米連片開(kāi)發(fā)建設用地，成為政府手中位于原特區內面積最大的連片用地。

　　在全市大力發(fā)展“20+8”戰新產(chǎn)業(yè)和未來(lái)產(chǎn)業(yè)集群的背景下，清水河總部新城正在成為羅湖區引領(lǐng)產(chǎn)業(yè)轉型升級、創(chuàng )新發(fā)展的核心承載空間，致力在區域協(xié)同、經(jīng)濟轉型、產(chǎn)業(yè)創(chuàng )新、民生提質(zhì)、生態(tài)文明等方面樹(shù)立標桿。
　　Under the background of vigorously developing the"20+8"strategic emerging industries and future industrial clusters in the city,Qingshuihe Headquarters New Town is becoming the core carrying space for leading industrial transformation,upgrading,and innovative development in Luohu District,committed to setting a benchmark in regional coordination,economic transformation,industrial innovation,improving people's livelihoods,ecological civilization,and other aspects.
　　當前，深圳正在以先行示范標準打造“無(wú)廢城市”標桿城市。玉龍片區位于清水河總部新城西側，被銀湖山三面環(huán)繞，其中北側玉龍填埋場(chǎng)正實(shí)施環(huán)境修復工作，未來(lái)將與南側發(fā)展備用地連片整合，成為清水河總部新城的核心拓展區和開(kāi)發(fā)主戰場(chǎng)，聯(lián)動(dòng)周邊區域聚焦“科技研發(fā)+總部經(jīng)濟+創(chuàng )新應用”，打造高質(zhì)量的生產(chǎn)、生活、生態(tài)融合的總部企業(yè)園區。
　　Currently,Shenzhen is building a"waste free city"benchmark city with leading demonstration standards.Yulong Area is located in the west of Qingshuihe Headquarters New Town,surrounded by Yinhu Mountain on three sides.Yulong Landfill on the north side is implementing environmental remediation,and will be integrated with the development reserve on the south side in the future,becoming the core expansion and development zone of Qingshuihe Headquarters New Town,linking the surrounding areas to focus on"scientific research and development,headquarters economy,innovative application",and creating a high-quality headquarters enterprise park integrating production,life and ecology.

　　In order to implement the work requirements of the city government,the People's Government of Luohu District,together with the Bureau of Planning and Natural Resources of Shenzhen Municipality,will launch the International Consultation on Conceptual Planning and Urban Design of Yulong Area in Luohu District,guiding the high starting point planning,high-quality development,and high standard construction of the Area with an international perspective,forward-looking thinking and innovative design.

　　SCOPE OF CONSULTATION
　　咨詢(xún)范圍包括規劃研究范圍與城市設計范圍兩個(gè)層面。
　　The scope of international consultation includes two levels,namely the scope of planning research,the scope of urban design.
　　規劃研究范圍西至銀湖山，南至紅崗公園，北至紅崗路-臨平一路，東至廣深鐵路，約為2.8km2。
　　The scope of planning research extends to Yinhu Mountain in the west,Honggang Park in the south,Honggang Road to Linping 1st Road in the north,and Guangshen Railway in the east,covering an area of approximately 2.8 square kilometers.
　　城市設計范圍西至銀湖山，南至環(huán)倉南路，北至油氣路，東至清水河三路，約為44公頃。
　　The scope of urban design extends to Yinhu Mountain in the west,Huancang South Road in the south,Youqi Road in the north,and Qingshuihe Third Road in the east,covering an area of approximately 44 hectares.

　　WORK DESCRIPTION
　　以國際化的視野深入研究以生態(tài)環(huán)境為導向的總部區建設特點(diǎn)與趨勢，提煉未來(lái)新興產(chǎn)業(yè)創(chuàng )新園區的規劃理念，聯(lián)動(dòng)清水河總部新城主城區，打造獨具吸引力的總部新范式，助力羅湖創(chuàng )新轉型。
　　With an international perspective,we will deeply study the characteristics and trends of the headquarters area construction oriented by the ecological environment,refine the planning concept of the innovation park for emerging industries in the future,link the main urban area of Qingshuihe Headquarters New Town,create a unique and attractive paradigm of headquarters,and assist in the innovation and transformation of Luohu.
　　建立面向未來(lái)、秩序清晰、彈性適應的整體空間框架，提出兼具未來(lái)性與可行性的空間發(fā)展藍圖，提供具有一定可操作性的城市系統解決方案。
　　Establish a futuristic,orderly,and resilient overall spatial framework,propose a futuristic and feasible spatial development blueprint,and provide operable urban system solutions.

　　REQUIREMENTS
　　1.本次國際咨詢(xún)采用全球公開(kāi)報名的方式，不設資質(zhì)要求。
　　1.This international consultation adopts the method of global public registration without qualification requirements.
　　2.任何熟悉中國國情并具有以下類(lèi)似設計經(jīng)驗的團隊將優(yōu)先考慮：
　　2.Any team familiar with China’s national conditions and similar design experience will be given priority about the following aspects:
　　a)具有解決復雜城市交通問(wèn)題的研究能力與經(jīng)驗；
　　a)Having research ability and experience in solving complex urban traffic problems;
　　b)具有城市基礎設施上蓋綜合開(kāi)發(fā)的城市設計或建筑設計經(jīng)驗；
　　b)Experience in urban design or architectural design for comprehensive development of urban infrastructure overlay;
　　c)具有解決山地環(huán)境治理、生態(tài)修復及公共空間設計經(jīng)驗；
　　c)Experience in solving mountain environmental governance,ecological restoration,and public space design;
　　d)具有先進(jìn)產(chǎn)業(yè)園區規劃設計經(jīng)驗。
　　d)Having experience in planning and designing advanced industrial parks.
　　3.允許聯(lián)合體參賽，聯(lián)合體成員數量不超過(guò)三家。
　　3.The consortium is allowed to participate in the competition and the number of members of the consortium shall not exceed three.
　　4.以聯(lián)合體參賽的，聯(lián)合體各成員不得再單獨或以其他名義與其他參賽單位組成聯(lián)合體參與報名，聯(lián)合體各成員須簽署具有法律效力的《聯(lián)合體協(xié)議》，并明確牽頭單位、各方工作分工等。
　　4.If a consortium participates in the competition,its members shall not form a consortium with other participating units alone or in other names to participate in theapplication.Each member of the consortium shall sign the Consortium Agreement with legal effect and clarify the lead unit and the division of work of all parties.
　　5.參與本次咨詢(xún)活動(dòng)的規劃設計人員應為該設計機構的在冊人員，首席規劃設計師須由主持過(guò)多個(gè)同類(lèi)型規劃設計項目的負責人擔任，且必須直接參與本次國際咨詢(xún)全過(guò)程。為確保證本次國際咨詢(xún)背景和相關(guān)要求的準確理解，項目人員中應至少有一名通曉漢語(yǔ)的人士。
　　5.The personnel participating in this consulting activity should be registered personnel of the design agency,and the chief planning designer must be the person in charge of multiple similar planning and design projects,and must directly participate in the entire process of this international consulting.To ensure an accurate understanding of the background and relevant requirements of this international consultation,at least one member of the project staff should be fluent in Chinese.
　　6.不接受個(gè)人或個(gè)人組合的報名。
　　6.Individuals and individual combinations are not accepted in registration.

　　RULES
　　本次國際咨詢(xún)分為“報名及資格預審”“方案設計”“成果評審”三個(gè)工作階段。
　　The international consultation is divided into three working stages:"registration and prequalification","scheme design"and"achievement review".
　　報名及資格預審階段：
　　主辦方依法組建資格預審委員會(huì )，綜合考慮公司資信、公司相關(guān)業(yè)績(jì)、團隊實(shí)力等，評選出6家資格預審階段入圍單位（無(wú)排序），及2家備選單位（有排序）進(jìn)入方案設計階段。
　　Registration and prequalification stage:
　　The sponsor shall establish a pre-qualificationcommittee according to law,comprehensively consider the company’s creditworthiness,relevant performance of the company,team strength,etc.,and select 6 shortlisted units in pre-qualification stage(without ranking)and 2 candidate units(with ranking)to enter the scheme design stage.
　　方案設計階段：
　　入圍的6家機構按照國際咨詢(xún)任務(wù)書(shū)要求完成方案設計，并將完整成果提交給主辦方。
　　Scheme design stage:
　　the six shortlisted institutions complete the scheme design according to the requirements of the international consultation assignment and submit the complete achievements to the sponsor.
　　成果評審階段：
　　由主辦方組建方案評審委員會(huì )，進(jìn)行方案評審及排名，對應單位將獲得相應獎金。
　　Achievement review stage:
　　the sponsor shall establish a scheme review committee to review and rank the schemes,and the corresponding unit will receive the corresponding bonus.
