2023年5月8日，《杭州城市新中心核心區（中軸線）實施性城市設計及重點建筑景觀概念設計》國際方案征集公告正式發布，截至5月23日，收到了來自10余個國家、共66份國內外優秀團隊的申請文件。5月30日，資格預審會在杭州市余杭區未來科技城規劃館順利舉行。經過專家評審，最終確定5家入圍單位（排名不分先后）和2家備選入圍單位（排名分先后）：The Announcement on International Solicitation for Implementary Urban Design and Major Architectural Landscape Concept Design of the Core Area (Central Axis) of Hangzhou New Centre was officially released on May 8, 2023. Totally 66 application documents from both domestic and overseas elite teams from more than 10 countries had been received by May 23. The Pre-qualification Conference was held successfully on May 30, at the Planning Centre in Future Sci-Tech City, Yuhang District. According to the result of the experts panel, five institutions have been shortlisted (in no particular order) to participate in the next phase, and two alternative institutions (in order) have also been determined.
